On December 25, 2024, the Minister of Education and Training issued Circular 25/2024/TT-BGDDT on the Statistical Reporting Regime in the Education Sector.

The content of the educational sector statistical reporting policies includes: Purpose, scope of statistics, subjects of application, reporting units, receiving units, form codes, reporting period, report submission deadlines, reporting submission methods, and a list, report forms with explanations of the statistical report forms.

- Purpose

The statistical reporting regime in the education sector applies to agencies and units to collect statistical information in order to meet the requirements for compiling the national statistical indicator system assigned to the Ministry of Education and Training, the statistical indicator system of the education sector (issued in Circular 03/2024/TT-BGDDT on March 18, 2024, by the Minister of Education and Training), and compiling other statistical information serving the needs for sectoral and field management.

- Scope of Statistics

The data reported in the system of forms within the management scope of the units responsible for organizing the collection, aggregation of statistical information includes statistical information of the affiliated units and statistical information of the units under management.

- Subjects of Application

The subjects of application according to regulations in Article 2 of Circular 25/2024/TT-BGDDT.

- Reporting Units

The reporting unit is the agency or unit specified at the top right corner of each statistical report form.

- Receiving Units

The receiving unit is the Ministry of Education and Training and is specified at the top right corner of each statistical report form, below the line for the reporting unit.

- Form Codes

Form codes consist of two parts: the numerical part and the alphabetical part. The numerical part is numbered sequentially by reports, the alphabetical part is recorded in uppercase abbreviations, specifically: The first group of letters reflects the reporting period (beginning of the school year - DN, end of the school year - CN, school year - N), the second group reflects the group of statistical indicators of the report.

- Reporting Period and Reporting Deadline:

+ The statistical reporting period is a specified period during which the agency or unit must report the results of activities with data according to the statistical criteria in the report form. The educational sector statistical reporting period is calculated by school year and specified under the name of each statistical report form;

+ The report submission deadline is specified at the top left corner of each statistical form;

+ Periodic statistical report:

Educational statistics reporting periods are calculated by school year and their submission deadlines:

++ For early childhood, general, continuing, and special education, two reporting periods are held each year:

+++ Beginning of the school year report: Reporting date is September 30, submission deadline is October 30.

+++ End of the school year report: Reporting date is May 31, submission deadline is June 30.

++ For higher education statistics, higher education preparatory programs, and pre-school education at college level, one reporting period is held each year: Reporting date is December 31, submission deadline is January 31 of the following year.

+ Other statistical reports:

Other statistical reports are conducted to help the Minister of Education and Training collect information outside of the regular statistical reports. The content of other statistical reports is carried out according to the written request of the Ministry of Education and Training.

- Method of Preparing and Submitting Reports

Statistical reports are prepared on the education sector database software system at https://csdl.moet.gov.vn and https://hemis.moet.gov.vn. Agencies and units shall extract statistical reports on the education sector database software system into electronic reports (authenticated with the digital signature of the head) or print paper copies (signed by the head, sealed) and submit reports as stipulated on each form.

- Report Forms and Explanations of Statistical Report Forms

The educational sector statistical reporting regime includes:

+ The list of the system of statistical reporting policies forms stipulated in Appendix I, issued along with this Circular;

+ Statistical report forms and explanations of report forms stipulated in Appendix II, issued along with Circular 25/2024/TT-BGDDT.
