1. Titles of heritage officers

According to Article 2 of Circular 16/2021/TT-BVHTTDL, positions of specialized cultural heritage officials include:

- Heritage officer class I, Code: V.10.05.29;

- Heritage officer class II, Code: V.10.05.16;

- Heritage officer class III, Code: V.10.05.17;

- Heritage officer class IV, Code: V.10.05.18.

2. Guidance on salary grading for heritage officers in Vietnam

The positions of specialized cultural heritage officials specified in Circular 16/2021/TT-BVHTTDL are applied Table 3 (Professional and professional salary schedule for officials and employees in public service units of the State) issued together with Circular 16/2021/TT-BVHTTDL, specifically as follows:

- The professional title of heritage member class I is applied to the salary scale of officials of type A3, group 2 (A3.2), from salary coefficient 5.75 to salary coefficient 7.55;

- The professional title of heritage member class II is applied to the salary scale of officials of type A2, group 2 (A2.2), from salary coefficient 4.00 to salary coefficient 6.38;

- The professional title of class III heritage officer is applied to the salary scale of class A1 officials, from salary coefficient 2.34 to salary coefficient 4.98;

- The professional title of class IV heritage member is applied to the salary scale of class B officials, from salary coefficient 1.86 to salary coefficient 4.06.

3. Standards for professional capacity and expertise of heritage officers in Vietnam

3.1. Heritage officer class I 

Specifically, Clause 3 of Article 4 of Circular 16/2021/TT-BVHTTDLL stipulates standards for the professional capacity and expertise of class I heritage members as follows:

- Firmly grasp the Party's policies and guidelines, the State's policies and laws, and development strategies in the field of protecting and promoting cultural heritage values;

- Have in-depth knowledge of the profession of protecting and promoting cultural heritage values;

- Have the ability to analyze, synthesize, systematize, and propose and advise on the development of policies, legal documents, projects, and programs on protecting and promoting cultural heritage values;

- Have the capacity to organize and direct the implementation of research and the application of scientific and technical advances to improve and enhance the quality and effectiveness of the protection and promotion of cultural heritage values;

- Have basic information technology skills; be able to use foreign languages or use ethnic minority languages for officials working in ethnic minority areas according to job position requirements.

3.2. Heritage officer class II

Standards for professional and professional capacity of Class II Heritage Members are specified in Clause 3 of Article 5 of Circular 16/2021/TT-BVHTTDL, specifically as follows:

- Firmly grasp the Party's policies and guidelines, the State's policies and laws, and development strategies in the field of protecting and promoting cultural heritage values;

- Understand knowledge about professional protection and promotion of cultural heritage values;

- Have the ability to analyze, synthesize, systematize, and propose amendments, supplements, and completion of processes and regulations on professional activities and security techniques and promote the value of cultural heritage assigned to advise and manage;

- Have basic information technology skills; be able to use foreign languages or use ethnic minority languages for officials working in ethnic minority areas according to job position requirements.

3.3. Heritage officer class III

According to Clause 3 of Article 6 of Circular 16/2021/TT-BVHTTDL, the standards for professional and professional capacity of Grade III Heritage Members are prescribed as follows:

- Understand the Party's policies and guidelines, the State's policies and laws, and development strategies in the field of protecting and promoting cultural heritage values;

- Master professional knowledge and skills in protecting and promoting cultural heritage values;

- Ability to analyze and synthesize issues assigned to advise and manage;

- Have basic information technology skills; be able to use foreign languages or use ethnic minority languages for officials working in ethnic minority areas according to job position requirements.

3.4. Heritage officer class IV

Standards for the professional capacity and expertise of a Grade IV Heritage Member are as follows:

- Understand the legal regulations on protecting and promoting cultural heritage values;

- Have basic knowledge about professional protection and promotion of cultural heritage values;

- Proficient in using technical means and equipment to serve mission requirements.
