The Ministry of Home Affairs is currently drafting a Circular guiding the implementation of the statutory pay rate for those receiving salaries and allowances in the agencies, organizations, and public service providers of the Communist Party, the State, socio-political organizations, and associations.

Full Draft Circular guiding the implementation of statutory pay rate
The Draft Circular clearly states that the salaries, allowances (including the difference coefficient retained, if any), and activity fees for the subjects prescribed are calculated according to the statutory pay rate of 1,490,000 VND/month from July 1, 2019.
The Draft Circular also stipulates that, based on the current salary coefficient and allowance specified in documents of competent authorities of the Communist Party and the State regarding salary policies for officials and public employees and armed forces, the statutory pay rate is prescribed to calculate the salary, allowance, and amount of the difference coefficient retained (if any) as follows:
- Formula for calculating salary
Salary implemented from July 1, 2019 = Statutory pay rate 1,490,000 VND/month x Current salary coefficient
- Formula for calculating allowance for allowances calculated according to the statutory pay rate
Allowance from July 1, 2019 = Statutory pay rate 1,490,000 VND/month x Current allowance coefficient
- For allowances calculated as a percentage of current salary plus position allowances and seniority beyond the bracket (if any):
Allowance from July 1, 2019 = (Salary from July 1, 2019 + Position allowance and seniority beyond the bracket from July 1, 2019) x Percentage of allowance enjoyed as prescribed
- For allowances specified by a specific amount of money, they remain unchanged as per current regulations.
- Formula for calculating the amount of the difference coefficient retained (if any)
Amount of the difference coefficient retained from July 1, 2019 = Statutory pay rate 1,490,000 VND x Difference coefficient retained (if any)
- For People's Council deputies at all levels, the activity fee is calculated according to the following formula:
Activity fee from July 1, 2019 = Statutory pay rate 1,490,000 VND/month x Activity fee coefficient as prescribed
Expectedly, this Circular will come into effect from July 1, 2019.
