Recently, the People's Committee of Hanoi City issued Official Telegram 07/CD-UBND in 2020 on strengthening the work of COVID-19 prevention and control.
Based on the evolving situation of the COVID-19 epidemic in the City, as there have been 35 confirmed cases, 11 cases in the community, 02 secondary cases, and asymptomatic cases detected over 14 days,

to effectively implement measures for epidemic prevention and control and to prevent widespread transmission in the area, the Chairman of the City People's Committee requires strict adherence to document 3906/UBND-KGVX dated August 14, 2020, of the Hanoi People's Committee on strengthening the prevention and control of COVID-19, and to also implement the following:
- Continue aggressive communication efforts, mobilizing the public to implement epidemic prevention measures:- Wear masks when going outside, do not gather more than 30 people in public places;- Individuals with chronic illnesses, high-risk persons, and the elderly should not go outside unless absolutely necessary;- Conduct medical declarations as prescribed, seek immediate medical attention if symptoms such as cough, fever, shortness of breath, or pneumonia occur for prompt guidance and handling.
- Business establishments, factories, and construction sites must strictly implement safety measures for epidemic prevention and control according to the regulations.
- Restaurants and cafes must adhere to the following measures starting at 12:00 a.m. on August 19, 2020:- Ensure a minimum distance of 1 meter between seating,- Encourage barriers between seating,- Service staff must wear masks throughout their service,- Conduct temperature checks for customers,- Regularly disinfect hands and frequently touched surfaces.
Additionally, the Department of Health must:
- Enhance measures to prevent and control COVID-19 infection in medical facilities; expand the scope of SARS-CoV-2 testing including those with symptoms such as cough, fever, unexplained shortness of breath, severely ill patients, and emergency pneumonia cases in hospitals.- Increase inspection and supervision of medical facilities in the City to ensure maximum safety and prevent infection for all high-risk patients, especially the elderly and those with underlying conditions; ensure social distancing in crowded medical facilities, minimize family caregivers, and provide well-ventilated environments in patient rooms; implement comprehensive care for patients in intensive care and emergency units; decisively suspend operations of medical facilities in the City that do not meet safety standards for epidemic prevention and control.- Coordinate with the People's Committees of districts, counties, and district-level towns to urgently organize testing for all individuals returning from Da Nang to Hanoi, ensure completion by August 20, 2020, and inform residents of their test results.
