Regarding this issue, LawNet would like to answer as follows:
1. What is a hydrometeorological station?
According to Clause 17, Article 3 of the Law on Hydrometeorology 2015, hydrometeorological station means a place chosen based on technical requirements for placement of one or more hydrometeorological works, including:
- Surface hydrometeorological stations;
- Aerial hydrometeorological stations;
- Weather radar stations;
- Agricultural hydrometeorological stations;
- Hydrological stations;
- Oceanographical stations;
- Rain measuring stations;
- Lightning positioning stations;
- Other stations.
2. Forms of transmitting information and data at hydrometeorological stations in Vietnam
Specifically, in Article 8 of Circular 18/2022/TT-BTNMT, the transmission of information and data at hydro-meteorological stations in Vietnam is carried out through the following forms:
(1) The Form of transmission of information and data by means of manual transmission for surface meteorological elements is specified in Clause 1, Article 6 of Circular 18/2022/TT-BTNMT, specifically as follows:
- SYNOP telegraph 08 times a day at 1 o'clock, 4 o'clock, 07 o'clock, 10 o'clock, 13 o’clock, 16 o’clock, 19 o’clock and 22 o’clock;
- CLIM electricity once a month at 19:30 on the last day of the month and CLIMAT electricity once a month at 8pm on the last day of the month;
- Agro-meteorological factors transmit information and data right after the end of monitoring.
(2) The Form of transmission of information and data by means of manual transmission for surface meteorological elements specified in Clause 2, Article 6 of Circular 18/2022/TT-BTNMT is as follows:
Make SYNOP telegraph 04 times a day at 1 o'clock, 07 o'clock, 13 o'clock and 19 o'clock; CLIM electricity once a month at 19:30 on the last day of the month.
(3) Form of transmitting information and data by means of manual transmission at a radio air-sensing station: Immediately after each monitoring period and by climatetronic electricity once a month in the last monitoring period of the month.
(4) Form of transmitting information and data by means of manual transmission at the overhead anemometer station: Performed right after the end of monitoring.
In the case of an overhead wind monitoring station by radio method, the CLIMATTEMP telegraph will be added once a month in the last monitoring period of the month.
(5) The Form of transmission of information and data by means of manual transmission for hydrological factors specified in Clause 7 Article 6 of Circular 18/2022/TT-BTNMT is as follows:
The stations on the list of telegraph stations serving hydro-meteorological forecasts transmit information and data right after the monitoring is over.
(6) The Form of transmission of information and data by manual transmission means for hydrological factors specified in Clause 8, Article 6 of Circular 18/2022/TT-BTNMT, specifically as follows:
Depending on the monitoring factor at the station, select the appropriate data and information transmission Form as specified in (5).
(7) The Form of transmission of information and data by means of manual transmission for navigational elements specified in Clause 9, Article 6 of Circular 18/2022/TT-BTNMT is as follows:
Perform 04 times a day at the hours: 01 o'clock, 07 o'clock, 13 o'clock and 19 o'clock.
(8) The Form of transmission of information and data by means of manual transmission for navigational elements specified in Clause 10, Article 6 of Circular 18/2022/TT-BTNMT is as follows:
Depending on the monitoring factor at the station, choose the appropriate data and information transmission Form as specified in (7).
(9) Form of transmitting information and data by means of manual transmission at the rain gauge station: Immediately after the end of each monitoring.
(10) The salinity measurement station shall transmit information and data right after the end of the last salinity measurement in one (01) measurement period on days with salinity monitoring.
(11) The reference meteorological station shall follow the information and data transmission Form of the selected station.
(12) The reference hydrological station follows the data and information transmission Form of the selected station.
(13) The reference oceanographic station shall follow the data and information transmission Form of the selected station.
(14) Monitoring stations with automatic measuring means or when manual measuring means are replaced by automatic devices, with the Form of transmitting information and data as follows:
- Lightning positioning station at least once every 5 minutes at minutes (00 minutes, 05 minutes, 10 minutes, ..., 55 minutes);
- Overhead meteorological stations, climate change monitoring stations and radiation stations at least once every 1 hour at round hours (00 hours, 01 hours, ..., 23 hours);
- Other hydro-meteorological stations at least once every 10 minutes at ten minutes (00 minutes, 10 minutes, 20 minutes, ..., 50 minutes);
- Depending on the features of the equipment, the monitoring technology, and the receiving capacity of the hydrometeorological information system, select the appropriate Form of transmitting information and data.
