1. Disciplinary action against party members who violate the party's principles of organization and operation in Vietnam

The Regulations on disciplining Party members who violate the Party's principles of organization and operation in Article 26 of Vietnam's Regulation 69-QD/TW dated July 6, 2022 are as follows:

(1) A party member who violates one of the following circumstances, resulting in less serious consequences, will face reprimand:

- Lack of responsibility in observing the guidelines and regulations of the party and the laws of the State.

- Being incited, instigated, bribed, manipulated, or coerced to participate in activities that cause democratization and internal disunity.

- Being instigated or manipulated to violate the Party's principles of organization and operation; violating the regulations on democracy; working regulations of the Party committees and organizations; and regulations of agencies, organizations, and units where they work and live.

- Threatening to take revenge or punish those who question, comment, criticize, or denounce themselves or witnesses in any form.

- Failure to comply with the reporting, information, and question-answering regime in accordance with regulations of the Party and State.

- Slandering, defaming, criticizing, criticizing others with impure personal motives.

(2) If a person who has been disciplined under (1) of this section repeats or commits a first offense, causing serious consequences, or violates one of the following circumstances, the discipline shall be in the form of warning or dismissal (if they have positions):

- Taking advantage of positions and powers to veto opinions of the majority of members when passing resolutions or regulations falling within the collective's competence.

- Participating in or instigating or forcing others to participate in divisive or partial activities that cause internal disunity.

- False reporting, distorting the truth; concealing flaws or violations in oneself, others, or the organization; fabricating false accomplishments; opportunity, position trumpeting,

- Partialism, factions, authoritarianism, and autocracy in directing and administering lead to violations of the principle of democratic centralism.

- Issuing documents or doing things contrary to the documents of the party committee or organization

- Taking advantage of the principle of democratic centralism to mobilize individuals, dominate the collective, and make decisions according to subjective will to benefit individuals, relatives, and groups.

- Taking advantage of positions and powers to suppress subordinates, take revenge, or persecute people with minority or contrary opinions.

- Failure to comply with the guidelines and regulations of the superior party organization.

- Speaking and acting contrary to resolutions, directives, and regulations that have been unanimously approved or promulgated by the Party committees, organizations, and leaders of agencies and units.

- Failure to strictly abide by the principles of organization and operation of the party; loss of will to strive; not being exemplary in work; avoidance, irresponsibility, failure to fulfill assigned duties and responsibilities.

(3) In the case of violations specified in (1) and (2) of this section, causing very serious consequences or violating one of the following cases, the discipline shall be in the form of expulsion:

- Being disorganized, undisciplined, quitting his position many times without a valid reason; acts against the guidelines and regulations of the party and laws of the State.

- Taking advantage of democratic rights for factions, group interests, or local interests to cause disunity in organizations, agencies, and units where they live or work.

- Taking revenge and punishing people who comment, fight, criticize, denounce, or provide information, documents, evidence, or witnesses related to violations committed by agencies, units, organizations, or individuals multiplies your own.

2. Disciplinary action against party organizations that violate the party's principles of organization and operation in Vietnam

According to Article 10 of Regulation 69-QD/TW dated July 6, 2022, stipulating the disciplinary action of party organizations that violate the Party's principles of organization and operation as follows:

(1) Violations in one of the following cases, causing less serious consequences, shall be disciplined in the form of a reprimand:

- Delaying in promulgating working regulations of party committees and organizations according to regulations. Lack of responsibility in promulgating or directing, organizing and implementing the implementation of working regulations of the Party committees and organizations, leading to violations.

Failure to propose solutions and organize the implementation to remedy violations and shortcomings as concluded by competent authorities.

- Failure to comply with the Party's principles of organization and operation; irresponsibility for a few people or individuals to take advantage of decisions on behalf of the collective; allowing subordinates to perform tasks improperly or against their authority

- Failing to maintain the leadership role, causing internal disunity and reducing the will to fight; allowing a small number of people or individuals to take advantage and manipulate it, leading to wrong decisions or improper application of the Party's regulations and the State's laws.

- Violating the principles of party activities, failing to organize party committee meetings, cell activities, party-level activities or party organization according to regulations without plausible reasons

- Failure to comply with the reporting, information, and question-answering regime as prescribed by the Party and State.

(2) The first violation of the cases specified in subsection (1) of this section resulting in serious consequences or recidivism, or one of the following violations, shall result in a warning:

- Failing to promulgate working regulations of Party committees and organizations according to regulations; promulgating working regulations with erroneous content; giving power in contravention of the Party's regulations on the responsibility of the head; allowing the head to abuse power, abuse power, and violate regulations.

- Partial, factional, violating the principles of organization and operation of the Party; self-criticism and weak criticism reduce the leadership capacity and combat strength of the Party committees and party organizations; and internal disunity.

- Tolerance, cover, failure to fight, timely handling of Party members whose defects lead to party members' violations; false reports, cover-ups, violations of subordinates

- Promulgating documents contrary to the guidelines and regulations of the Party and laws of the State.

(3) Violations in one of the following cases, resulting in particularly serious consequences, will result in dissolution:

- Failure to organize party activities for three consecutive periods without a legitimate reason leads to the occurrence of a violation, causing particularly serious consequences.

- Internal divisions, factions, and severe disunity persisted, no longer a leadership role for localities, agencies, and units.

- Issuing resolutions against the Party's guidelines and regulations, negating the Party's principles of organization and operation.
