The Ministry of Home Affairs is currently drafting a Circular amending and supplementing several articles of Circular 04/2012/TT-BNV, providing guidance on the organization and activities of villages and residential groups.
The naming and renaming of villages and residential groups are regulated as follows:
The naming of villages and residential groups is carried out in the process of compiling a dossier for the establishment of new villages and residential groups;
The renaming of villages and residential groups is conducted according to the following steps:
- The commune-level People's Committee (UBND) prepares a renaming dossier which includes: a proposal document, a renaming plan for the village or residential group, and collects opinions from all voters or voter representatives of households regarding the renaming plan of the village or residential group in accordance with Article 14 of Ordinance on the Implementation of Democracy in Communes, Wards, and Towns 2007;- The commune-level People's Committee (UBND) submits the renaming plan to the same level People's Council (HDND) for consideration and approval, on that basis to submit to the district-level People's Committee (UBND);- The district-level People's Committee (UBND) appraises the renaming dossier submitted by the commune-level People's Committee (UBND), then prepares a submission to the Department of Home Affairs for appraisal and submission to the provincial-level People's Committee (UBND) for decision in accordance with Clause 2 Article 14 of Law on Organization of Local Government 2015.
