Recently, on November 03, 2016, the Prime Minister of the Government of Vietnam officially issued Decision 50/2016/QD-TTg announcing the criteria for determining particularly difficult hamlets and communes in ethnic minority and mountainous areas for the period 2016 – 2020 after a period of public consultation on the Draft for this Decision.
Compared to the content of the Draft previously mentioned, Decision 50 has specified the specific percentage criteria to determine particularly difficult hamlets. A particularly difficult hamlet is a hamlet that meets one of the following two criteria:
- The total percentage of poor and near-poor households is 65% or higher (with the poor household percentage being 35% or higher) according to the multidimensional poverty approach for the period 2016-2020.
- The total percentage of poor and near-poor households is 55% or higher (30% or higher for provinces in the Southeast region and the Mekong River Delta) according to the multidimensional poverty approach for the period 2016-2020 and has 2 out of 3 of the following factors (for hamlets with 80% or more ethnic minority households, it needs 1 out of 3 factors):
- The main transportation road of the hamlet or inter-hamlet road has not been hardened according to new rural criteria;
- 60% or more of the classrooms for preschool classes are not solid;
- There is no Cultural House - Hamlet Sports Area according to the regulations of the Ministry of Culture, Sports and Tourism.
Also in Decision 50, the commune in the ethnic minority and mountainous areas is determined according to three areas: Area III commune, Area II commune, and Area I commune. In particular:
Area III commune is a commune with particularly difficult socio-economic conditions, determined with at least 2 out of 3 of the following criteria:
- The number of particularly difficult hamlets remains at 35% or more (mandatory criterion);- The total percentage of poor and near-poor households is 65% or higher (with the poor household percentage being 35% or higher) according to the multidimensional poverty approach for the period 2016-2020;- The total percentage of poor and near-poor households is 55% or higher (30% or higher for provinces in the Southeast region and the Mekong River Delta) according to the multidimensional poverty approach for the period 2016-2020 and has at least 3 out of 6 conditions (for communes with 60% or more ethnic minority households, at least 2 out of 6 conditions are needed):- The main transportation road to the communal People's Committee or inter-communal road has not been asphalted or concreted according to new rural criteria;- Kindergarten, primary school, or secondary school has not been national standard according to the regulations of the Ministry of Education and Training;- Has not met the National Health Criteria for communes as stipulated by the Ministry of Health;- There is no Communal Cultural and Sports Center according to the regulations of the Ministry of Culture, Sports and Tourism;- 20% or more of the households do not have clean drinking water;- 40% or more of the households do not have sanitary latrines according to the regulations of the Ministry of Health.
Area II commune is a commune with difficult socio-economic conditions but has temporarily stabilized, determined with at least 1 out of 3 criteria:
- The total percentage of poor and near-poor households is 55% or higher (30% or higher for provinces in the Southeast region and the Mekong River Delta) according to the multidimensional poverty approach for the period 2016-2020 and does not meet 3 out of 6 conditions (for communes with 60% or more ethnic minority households, it does not meet 2 out of 6 conditions) stipulated in point c, clause 1, Article 3 of this Decision;- The total percentage of poor and near-poor households is between 15% and under 55% (15% and under 30% for provinces in the Southeast region and the Mekong River Delta) according to the multidimensional poverty approach for the period 2016-2020;- The total percentage of poor and near-poor households is less than 15% according to the multidimensional poverty approach for the period 2016-2020 and has at least one particularly difficult hamlet.
Area I commune comprises the remaining communes in the ethnic minority and mountainous areas that do not fall into Area III or Area II communes.
