Latest guidelines on correcting errors on the Citizen Identification Card in Vietnam

When there are errors in the information on the Citizen Identification Card, citizens in Vietnam are entitled to have their Citizen Identification Card replaced. Below are the guidelines for correcting erroneous information on the Citizen Identification Card.

Citizen Identification Card DECLARATION FORM

Step 1: Fill in the Citizen Identification Card Declaration Form in Vietnam

According to Article 24 of the Law on Citizen Identification Cardentity, citizens in Vietnam must complete the Citizen Identification Card Declaration Form. In cases where citizens declare information using the online public service portal form, they must select the date, month, and year for processing the Citizen Identification Card card issuance and send the Declaration Form to the Citizen Identification Card management agency where they are registered for permanent residence via the online public service portal.

For localities that receive Citizen Identification Card card issuance applications at the Reception and Results Delivery Division at the district level or at the Provincial Public Administrative Service Center, after receiving the applications, the staff will forward them to the competent Citizen Identification Card management agency.

Clause 2 of Article 13 of the Circular 07/2016/TT-BCA issued by the Ministry of Public Security stipulates that in cases of changing the Citizen Identification Card card due to changes in the information recorded on the Citizen Identification Card card that has not been updated in the National Population Database, citizens must submit a copy of the documentation from the competent authority to verify and update the information in the database.

Step 2: Submit the application and present the household registration book in Vietnam

The requester must submit the Citizen Identification Card Declaration Form at one of the following locations:

- Citizen Identification Card management agency of the Ministry of Public Security;- Citizen Identification Card management agency of the provincial/central city police;- Citizen Identification Card management agency of the district-level police, district-level town, provincial city, and equivalent administrative unit;- Competent Citizen Identification Card management agency handling Citizen Identification Card procedures at the commune, ward, commune-level town, agencies, units, or at citizens' residences when necessary.

According to point b clause 1 of Article 12 of Circular 07/2016/TT-BCA as amended and supplemented by Circular 40/2019/TT-BCA, it is stipulated that if the National Population Database has not been operational, citizens must present the Household Registration Book.

If the information in the Household Registration Book is not sufficient or inconsistent with the information declared on the Citizen Identification Card Declaration Form, citizens must present their Birth Certificate, old ID cards, or other legal papers for the required information recorded in the Citizen Identification Card Declaration Form.

Note: Currently, this database has not been operational, so citizens must present the Household Registration Book. According to Notification 339/TB-VPCP from the Office of the Government of Vietnam, the Prime Minister requires the Ministry of Public Security to expedite the progress of building the National Population Database, placing it into official operation nationwide by July 2021.

Step 3: Staff process the application

- The Citizen Identification Card management agency staff takes photos and collects fingerprints from the applicant;

- The staff requires the applicant to submit the Citizen Identification Card card with incorrect information;

- The staff issues an appointment slip for the Citizen Identification Card card handover to the applicant.

Note: According to clause 2 of Article 4 of Circular 59/2019/TT-BTC issued by the Ministry of Finance, the fee for changing the Citizen Identification Card card when it is damaged and unusable; for changes in surname, middle name, first name; identifiable characteristics; gender re-identification, native place; errors in information on the card; at the request of the citizen is 50,000 VND/card.

Step 4: Receive the result

The citizen receives the new Citizen Identification Card card according to the time and location stated in the appointment slip.

In cases where there is a request to receive the card at a different location, the Citizen Identification Card management agency will deliver the card to the location as requested by the citizen, and the citizen must pay the delivery service fee.
