According to Vietnam's current regulations, starting from July 1, 2020, primary and secondary school teachers must have a university degree or higher. In this regard, teachers who do not meet the standard qualifications should take note of the following 03 content regarding the roadway for upgrading teacher qualifications.

1. Conditions for implementing the upgrading of qualifications for primary and secondary school teachers
Based on the provisions of Article 72 of the Education Law 2019, primary and secondary school teachers must have a bachelor's degree in teacher training or higher.
Accordingly, Article 2 of Decree 71/2020/ND-CP stipulates the conditions for upgrading the qualifications of primary and secondary teachers as follows:
- Primary school teachers who do not have a bachelor's degree in primary teacher training or an appropriate major and a pedagogical certificate must, as of July 1, 2020, have at least 08 years of remaining service (96 months) if they have a secondary education diploma, or at least 07 years (84 months) if they have a college diploma until retirement age to be considered eligible for upgraded training qualifications.
- Secondary school teachers who do not have a bachelor's degree in teacher training or an appropriate major and a pedagogical certificate must, as of July 1, 2020, have at least 07 years of remaining service (84 months) until retirement age to be considered eligible for upgraded training qualifications.
Thus, if teachers meet all the conditions mentioned above, they can proceed with the roadmap for upgrading qualifications as per legal regulations. Concurrently, teachers who do not meet the qualifications but do not have sufficient remaining service time will continue in their teaching positions until retirement or be assigned to other suitable positions within the educational institution according to the stipulated provisions in Article 3 of Circular 24/2020/TT-BGDĐT.
2. Detailed roadmap for upgrading qualifications of primary and secondary teachers
According to Clause 1, Article 3 of Decree 71/2020/ND-CP, the determination and implementation of the roadmap for upgrading teacher qualifications must ensure suitability with the current status of the teacher workforce and the conditions of educational institutions and localities, without causing a shortage of teaching staff. Simultaneously, the upgrading must adhere to the roadmap stipulated in Article 5 and Article 6 of Decree 71/2020/ND-CP, specifically as follows:

For Primary School Teachers: The roadmap for upgrading primary school teacher qualifications is implemented in two phases (from July 1, 2020, to December 31, 2030):
- Phase 1: From July 1, 2020, to December 31, 2025, ensuring that at least 50% of primary school teachers are enrolled in or have completed a bachelor's degree program.
- Phase 2: From January 1, 2026, to December 31, 2030, covering the remaining teachers to ensure 100% of primary school teachers have completed a bachelor's degree program.

For Secondary School Teachers: The roadmap for upgrading secondary school teacher qualifications is also carried out in two phases (from July 1, 2020, to December 31, 2030):
- Phase 1: From July 1, 2020, to December 31, 2025, ensuring that at least 60% of secondary school teachers are enrolled in or have completed a bachelor's degree program.
- Phase 2: From January 1, 2026, to December 31, 2030, covering the remaining teachers to ensure 100% of secondary school teachers have completed a bachelor's degree program.
3. Teachers undergoing qualification upgrading are entitled to receive 100% salary and additional allowances
To ensure the rights of teachers participating in upgrading their qualifications, Article 10 of Decree 71/2020/ND-CP clearly stipulates the rights of teachers sent for training as follows:
- They are provided with time by the managing and employing agency; receive tuition fee support (applicable as per current legal provisions for education students);
- Their training time is counted as continuous service time;
- They receive 100% salary and allowances according to legal provisions.
Simultaneously, teachers sent for training must adhere to the following responsibilities:
- Comply with training regulations and schedules; adhere to the training institution's management during the training period;
- Commit to fulfilling duties at the educational institution for at least twice the length of the training period after completing the program;
- During the training period, teachers must continue to perform tasks as regulated when not participating in training activities;
- In cases where teachers do not complete the training program within the prescribed time, leading to an extended training period, they must cover the additional training costs themselves for the extended duration.
Thus, teachers sent for upgrading their qualifications receive 100% salary and allowances according to legal provisions. However, they must commit to fulfilling duties at the educational institution for at least twice the training period after completing the program.
