To address the issue of preschool teachers not meeting the standard qualifications due to not having a college degree in pedagogy or higher, Decree No. 71/2020/ND-CP of Vietnam’s Government has stipulated specific guidelines for the implementation of upgrading qualifications through training for preschool teachers from July 01, 2020.

According to the regulations stipulated in Article 72 of the Education Law 2019, the standard training qualification for teachers is as follows:
- Have a college degree or higher in education for preschool teachers;
- Have a bachelor's degree in teacher training or higher for primary, middle school, and high school teachers;
- Have a master's degree for university-level lecturers; have a doctorate for lecturers teaching and supervising master's theses and doctoral dissertations.
Thus, according to the above regulations, preschool teachers must have a college degree in education or higher, and primary/middle/high school teachers must have a bachelor's degree in education or higher. Therefore, to address the issue of preschool teachers not meeting the standard qualifications due to the lack of a college degree in education as stipulated by the Education Law 2019, Decree 71/2020/ND-CP has provided a specific roadmap to implement the upgrade of training qualifications for preschool teachers.
Specifically, according to Article 4 of Decree 71/2020/ND-CP, the roadmap for upgrading the training qualifications of preschool teachers is implemented from July 1, 2020, to December 31, 2030, divided into two specific phases as follows:
- Phase 1: From July 1, 2020, to December 31, 2025, ensure that at least 60% of preschool teachers are either in training or have completed the training program and have received a college degree in education;
- Phase 2: From January 1, 2026, to December 31, 2030, implement this for the remaining teachers to ensure that 100% of preschool teachers have completed the training program and received a college degree in education.
Additionally, please note that the target group for training is preschool teachers who do not have a college degree in education or higher, who as of July 1, 2020, still have seven years (84 months) of service remaining until the retirement age as stipulated in Clause 1, Article 2 of Decree 71/2020/ND-CP.
Therefore, if a preschool teacher does not have a college degree in education or higher and as of July 1, 2020, still has seven years (84 months) of service remaining until the retirement age, they will be sent for training to upgrade their qualifications. Accordingly, the preschool teachers sent for training will enjoy the following benefits:
- Receive 100% of their salary and other stipulated benefits;
- The training period will be counted as part of their continuous service period;
- Be supported in paying tuition fees as per current regulations for education students;
- Receive favorable conditions regarding time from the managing and employing institution.
Along with these benefits, preschool teachers sent for training must commit to performing their duties for at least twice the training period at the educational institution that sent them and must continue to fulfill their work responsibilities during the training period when not attending training activities. If a teacher fails to complete the training program within the stipulated time and requires an extension, they must bear the additional training costs incurred during the extended period.
