Circular 79/2013/TT-BQP specifically regulates the working relationships of the Department of Legal Affairs under the Ministry of National Defense, the legal organizations of agencies, units, and legal organizations in enterprises under the Ministry of National Defense. Details are as follows:

Department of Legal Affairs under the Ministry of National Defense:

- With the Central Military Commission and the Minister of National Defense, it complies with leadership and direction about legal affairs. With the Communist Party Committee and Chief of Staff of the Ministry of National Defense, it complies with political and military administrative work;- With the agencies and units of the Ministry of National Defense, it coordinates, cooperates to manage, direct, guide, and inspect the implementation of legal affairs;- With the Ministry of Justice, it receives professional and operational guidance, inspection in legal affairs;- With relevant State agencies, it coordinates, cooperates to assist the Minister of National Defense in state management by law in the military, defense sector and manages legal affairs in the Military;- With the legal organizations of agencies and units, it directs, guides, inspects, and fosters professional and operational aspects in legal affairs.

Legal Organizations of Agencies and Units:

- With the Communist Party Committee and Commander of the agency or unit, it submits to leadership, command in all aspects; receives instructions, management regarding party politics, and military administrative work from the Communist Party Committee and staff agency (comprehensive advisory body or administrative organ) at the same level;- With the Department of Legal Affairs under the Ministry of National Defense, it receives professional and operational guidance, inspection in legal affairs;- With other agencies and units, it coordinates, cooperates to implement legal affairs.

Legal Organizations in Enterprises under the Ministry of National Defense:

- With the Party Committee, Members' Council, Board of Directors, Company President, General Director, and Board of Directors of enterprises, it submits to leadership, command in all aspects;- With the Department of Legal Affairs under the Ministry of National Defense, it receives professional and operational guidance, inspection in legal affairs;- With other agencies and units, it coordinates, cooperates to implement legal affairs in the enterprise.
