Working Principles of the General Education Program Appraisal Council

Circular 14/2017/TT-BGDDT has been issued by the Ministry of Education and Training, replacing Decision 37/2001/QD-BGDDT Regulations on the organization and activities of the National Council for Appraising General Education Programs.

To be specific:, the new regulations have introduced 04 working principles of the General Education Program Appraisal Council as follows:

- The Appraisal Council works based on the principles of centralization, democracy, objectivity, and honesty.- A meeting of the Appraisal Council is considered valid when it includes the Chairperson or Vice-Chairperson, the Secretary, and at least 2/3 of the total members of the Appraisal Council, with the absent members having sent their written opinions in sealed envelopes or by email to the meeting chairperson. The appraisal meetings must have representatives from the organizing unit conducting the appraisal.- The results of each Appraisal Council meeting must be recorded in meeting minutes. The meeting minutes must be signed by the meeting chairperson, the Secretary of the Appraisal Council, and the representative of the organizing unit conducting the appraisal.- During the appraisal process, the Appraisal Council may propose to the organizing unit to seek professional opinions from relevant agencies, organizations, or individuals if necessary.
