Who is Responsible for Paying the Awards for Cultural, Sports, and Tourism Sector Emulation Titles?

According to regulations in Article 32 of Circular 07/2019/TT-BVHTTDL, the responsibility for awarding bonuses to individuals and collectives achieving titles of emulation and forms of commendation belongs to the following agencies:

- The Ministry of Culture, Sports, and Tourism is responsible for awarding bonuses to:

- Titles of emulation and forms of commendation under the authority of the State decided by the Ministry;

- Titles of emulation and forms of commendation for individuals and collectives funded by the salary fund at the Ministry’s Office;

- Titles of emulation and forms of commendation for individuals and collectives during the Ministry’s annual work summary (with annual guidelines);

- Other cases as considered and decided by the Minister.

- Agencies and units under the Ministry having their own seals and accounts are responsible for awarding bonuses to:

- Titles of emulation and forms of commendation under the Minister’s authority for individuals and collectives of agencies and units that are not subjects of bonus allocation stipulated in point a, clause 1 of this Article;

- Titles of emulation and forms of commendation decided by the heads of agencies and units for individuals and collectives under their supervision;

- Other cases as considered and decided by the heads of agencies and units.

Regarding the bonus amounts and principles of awarding, Circular 07 stipulates as follows:

- Bonus amounts accompanying titles of emulation and commendation forms are implemented according to the provisions in Articles 69, 70, 71, 72, 73, and 74 of Decree 91/2017/ND-CP and related legal documents.

- Principles of calculating bonuses: Implement according to the provisions in Article 68 of Decree 91/2017/ND-CP; For commendation by specific themes or fields, implementation follows the provisions of the law on emulation and commendation.
