Recently, the Ministry of Labour, Invalids and Social Affairs has issued Circular 40/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels for majors and trades in the fields of arts, fine arts, and languages.

Circular No. 40/2018/TT-BLDTBXH outlines the skills students should achieve after graduating from the intermediate level in the cinematography major as follows:
- Proficiently exploit, use, operate, and maintain cameras, lenses, lighting, and basic filming equipment as required;- Skillfully perform camera angle selection, camera movement, scene framing, and camera techniques to create effective visual images;- Competently film game shows, event films, music videos (MVs), advertisements, and take service photos as required;- Handle audio, images, and lighting to be proactive during fieldwork;- Manage arising situations during fieldwork;- Organize tasks ensuring labor safety, industrial hygiene, and fire prevention for people and equipment;- Apply basic information technology according to regulations; use information technology in specific professional tasks of the major;- Use basic foreign languages, achieving level 1/6 in Vietnam's foreign language proficiency framework; apply foreign languages in some professional tasks of the major.
Additionally, this Circular stipulates the minimum knowledge requirements for the cinematography major at the intermediate level as follows:
- Present and explain basic techniques in cinematography and photography;- Analyze cinematography and photography languages to apply in service photography, music video shooting, advertisements, event filming, and game show filming;- Outline the production process for television programs and service products;- Analyze basic knowledge of visual editing;- Present basic knowledge about audio and lighting in cinematography and photography;- Describe regulations on labor safety, industrial hygiene, and fire prevention to ensure the safety of people and equipment;- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as required.
