Which Initiatives Serve as the Basis for Awarding Emulation Titles in the Culture, Sports, and Tourism Sector?

In Clause 1, Article 7 of Circular 07/2019/TT-BVHTTDL, it is stipulated that the basis for recommending the award of emulation titles and forms of commendation are initiatives and scientific research topics with a scope of influence, specifically including:

- The contents specified in Article 6 of Circular 08/2017/TT-BNV detailing the implementation of certain articles of Decree 91/2017/ND-CP;- Legally normative documents issued;- Schemes in the Government of Vietnam's work program issued;- Gold, Silver, Bronze (First, Second, Third or A, B, C) awards at professional art competitions, festivals, and national literature-art exhibitions organized by ministries and central authorities or awards from central professional literature and art associations or prestigious international professional literature and art competitions, festivals, and exhibitions.

Additionally, these initiatives are categorized by Circular 07 as follows:

- National-level initiatives are new solutions created or improvements on previous solutions, applied in cultural, sports, and tourism activities that bring practical benefits and effectiveness nationwide;- Ministry-level initiatives are new solutions created or improvements on previous solutions, applied in cultural, sports, and tourism activities that bring practical benefits and effectiveness to the sector;- Basic-level initiatives are new solutions created or improvements on previous solutions applied in cultural, sports, and tourism activities that bring practical benefits and effectiveness to the operation of the agency or unit.

The documentation for proving initiatives, scientific research topics, and legally normative documents proposed for the award of emulation titles and forms of commendation includes:

- Innovation certificates issued by competent state agencies, or Decisions recognizing the results of scientific and technological tasks by competent state agencies, or Acceptance minutes from authoritative scientific and technological councils. The recognized objects with scientific research topics are the Project Leader and those directly participating in the research;- For legally normative documents, schemes presented to the Government of Vietnam: The person proposed for commendation is the one named in the Decision establishing the Drafting Committee and Editing Team;- For awards at professional art competitions, festivals, and national literature-art exhibitions organized by ministries and central authorities or awards from central professional literature and art associations or prestigious international professional literature and art competitions, festivals, and exhibitions: The awards are considered individual awards. For awarded programs and plays, the award is considered the individual award for the director of the program or play.
