Which agencies are legally authorized to conduct legal operation involving narcotic substances for national defense and security purposes in Vietnam? (illustrative image)

The agencies and units authorized to conduct legal operation involving narcotic substances for national defense and security purposes according to Decree 45/2009/ND-CP are as follows:

- Upon request and with permission from an authorized person, the Institute of Criminal Science under the Ministry of Public Security is authorized to import samples, obtain samples, manage, and use samples of narcotic substances, precursors, addictive drugs, and psychotropic substances to train in professional skills and trace origins to serve the narcotic substances crime prevention and control tasks of the police, military, and customs forces.

- The Department of Crime Investigation on narcotic substances under the Ministry of Public Security, the Department of narcotic substances Crime Prevention under the Border Guard Command, the Department of Coast Guard under the Ministry of Defense, and the Anti-Smuggling Investigation Department under the General Department of Customs are authorized to receive, manage, and use samples of narcotic substances, precursors, addictive drugs, and psychotropic substances from the Institute of Criminal Science under the Ministry of Public Security for professional training.

- The Provincial and Central-affiliated City Forensic Technical Departments of the Police Department are authorized to receive, manage, and use samples of narcotic substances, precursors, addictive drugs, and psychotropic substances from the Institute of Criminal Science under the Ministry of Public Security for professional training and origin tracing.

- Training institutions for narcotic substances crime prevention officers under the Ministry of Public Security, the Ministry of Defense, and the Ministry of Finance are authorized to receive, manage, and use samples of narcotic substances, precursors, addictive drugs, and psychotropic substances from the Institute of Criminal Science under the Ministry of Public Security for professional training.

- Units that train detection dogs or other animals to detect narcotic substances under the Ministry of Public Security, the Ministry of Defense, and the Ministry of Finance are authorized to receive, manage, and use samples of narcotic substances, precursors, addictive drugs, and psychotropic substances from the Institute of Criminal Science under the Ministry of Public Security for training purposes.
