Vietnam: Promotion of the responsibilities of the Ministry of Public Security in prevention and control of narcotic substances

This is one of the noteworthy contents in the Second Draft of the Law on Prevention and Control of Narcotic Substances under public consultation by the National Assembly of Vietnam.

Under Article 46 of the Draft Law on prevention and control of narcotic substances, the responsibilities of the Ministry of Public Security of Vietnam in the prevention and control of narcotic substances are as follows:

- Formulate and implement strategies, guidelines, policies, and plans for the prevention and control of drug-related crimes; summarize the results of the implementation of prevention and control of narcotic substances plans from various ministries and central authorities, and report to the Government of Vietnam.

- Take charge of and cooperate with relevant state agencies in combating drug-related crimes; organize the reception and handling of information about drug crimes; control legitimate activities related to narcotic substances.

- Issue and implement regulations on the management of narcotic substances and precursors to combat drug-related crimes.

- Organize forces to investigate drug-related crimes and guide other agencies to conduct initial investigations of these crimes following legal regulations.

- Organize the assessment of narcotic substances and precursors.

- Organize the apparatus, train, and retrain officers working in the investigation and combat of drug-related crimes, drug and precursor assessment; and control legitimate activities related to narcotic substances.

- Produce state statistics on prevention and control of narcotic substances; manage information about drug-related crimes; supervise, manage, and monitor individuals who illegally use narcotic substances.

- Coordinate with the Ministry of Labor, Invalids and Social Affairs to direct the preparation of records and organize the compulsory rehabilitation of drug addicts, maintain security and order at rehabilitation centers, and inspect rehabilitation in the community and at rehabilitation centers.

- Engage in international cooperation in the prevention and control of drug-related crimes.

Additionally, the Minister of Public Security of Vietnam is responsible for issuing and revoking transit permits for narcotic substances, precursors, narcotic drugs, psychotropic drugs, precursor drugs, combination drugs containing narcotics substances, combination drugs containing psychotropic substances, combination drugs containing precursors; veterinary drugs containing narcotic substances or precursors; issuing and revoking licenses to import and export narcotic substances in combating crimes.
