Additional substances to the List of narcotic substances in Vietnam from July 17, 2024

Decree 90/2024/ND-CP has added many new substances to List II "Narcotic substances permitted for restricted use in analysis, testing, scientific research, crime investigation, or the medical field as regulated by the competent authority."

It adds 14 narcotic substances to list IIC. These substances and their possible salts include:

3-Chloromethcathinone (3-CMC) (Scientific name: 1-(3-chlorophenyl)-2-(methylamino) propan-1-one);

2-Methyl-AP-237 (Scientific name: 1-[2-Methyl-4-(3-phenyl-2-propen-1-yl)-1-piperazinyl]- -butanone);

3-Methylmethcathinone (3-MMC) (Scientific name: 2-(Methylamino)-1-(3-methylphenyl) propan-1-one);

ADB-4en-PINACA (Scientific name: N-(1-amino-3,3-dimethyl-1-oxobutan-2-yl)-1-(pent-4-en-1-yl)-1H-indazole-3-carboxamide);

ADB-FUBIATA (Scientific name: 2-(2-(1-(4-fluorobenzyl)-1H-indol-3-yl)acetamido)-3,3-dimethylbutanamide);

ADB-INACA (Scientific name: N-[(1S)-1-(aminocarbonyl)-2,2-dimethylpropyl]-1H-indazole-3-carboxamide);

Alpha-PiHP (Scientific name: 4-Methyl-1-phenyl-2-(pyrrolidin-1-yl) pentan-1-one);

Butonitazene (Scientific name: 2-(2-(4-butoxybenzyl)-5-nitro-1H-benzo[d]imidazol-1-yl)-N,N-diethylethan-1-amine);

Etazene (Scientific name: 2-[(4-Ethoxyphenyl)methyl]-N,N-diethyl-1H-benzimidazole-1-ethanamine);

Etonitazepyne (Scientific name: 2-[(4-Ethoxyphenyl)methyl]-5-nitro-1-(2-pyrrolidin-1-ylethyl)-1H-benzoimidazole);

MDMB-BUTINACA (Scientific name: methyl(2S)-2-[(1-butylindazole-3-carbonyl)amino]-3,3- dimethylbutanoate);

MDMB-INACA (Scientific name: Methyl(S)-2-(1H-indazole-3-carboxamido)-3,3-dimethyl butanoate);

N,N-Dimethylpentylone (Scientific name: 1-(benzo[d][1,3]dioxol-5-yl)-2-(dimethylamino)pentan-1-one);

Protonitazene (Scientific name: N,N-Diethyl-5-nitro-2-[(4-propoxyphenyl) methyl]-1H- benzimidazole-1 -ethanamine).

Simultaneously, it adds one substance, Bromazolam (Scientific name: 8-bromo-1-methyl-6-phenyl-4H-benzo[f][1,2,4]triazolo[4,3-a][1,4]diazepine), to List III "Narcotic substances permitted for use in analysis, testing, scientific research, crime investigation, or the medical and veterinary fields as regulated by the competent authority."

It is known that there will be 04 lists for narcotic substances and precursors, including:

- List I: Narcotic substances absolutely prohibited from use in medicine and social life; use of these substances in research, testing, assessment, and crime investigation is subject to special regulations by the competent authority.

- List II: Narcotic substances permitted for restricted use in research, testing, assessment, and crime investigation or in the medical field as regulated by the competent authority.

- List III: Narcotic substances permitted for use in research, testing, assessment, crime investigation, or in the medical and veterinary fields as regulated by the competent authority.

- List IV: Precursors (IVA: Essential precursors involved in the structure of narcotic substances; IVB: Precursors are chemicals, solvents, and catalysts used in the production of narcotic substances).

Decree 90/2024/ND-CP comes into effect on July 17, 2024.
