Article 4 of the Draft Law on prevention and control of narcotic substances stipulates prohibited acts related to narcotic substances in Vietnam as follows:
- Growing plants containing narcotic substances.
- Illegally producing, storing, transporting, preserving, selling, distributing, examining, processing, exchanging, exporting, importing; temporarily importing for re-exporting; temporarily exporting for re-importing; transiting, researching or appropriating narcotics substances, precursors, narcotics drugs, psychotropic drugs, precursor drugs, combination drugs containing narcotics substances, combination drugs containing psychotropic substances, combination drugs containing precursors; veterinary drugs containing narcotic substances or precursors; committing violations against regulations on the delivery, management, control, storage, issuance, and permission for the use of narcotic substances, narcotics drugs, and psychotropic drugs.
- Using and organizing the illegal use of narcotic substances; inciting, coercing, pulling, harboring, or supporting the illegal use of narcotic substances
.- Producing, storing, transporting, and selling equipment and instruments for the illegal production and use of narcotic substances.
- Legalizing money or property acquired from drug-related crimes.
- Resisting or obstructing rehabilitation efforts.
- Retaliating against or obstructing people responsible for or participating in drug prevention and control.
- Abusing positions, authority, or professions to violate laws on drug prevention and control.
- Other illegal acts related to drugs.
