What is the metadata on the Electronic information portal of state agencies in Vietnam?

Recently, the Minister of Information and Communications issued Circular 24/2011/TT-BTTTT regulating the creation, use, and storage of metadata on the electronic information page or web portal of state agencies in Vietnam.

What is the metadata on the Electronic information portal of state agencies in Vietnam? (Internet image) 

According to the provisions of Clause 1, Article 3 of Circular 24/2011/TT-BTTTT, metadata is information describing the characteristics of data such as content, format, quality, conditions, and other characteristics to facilitate the process of searching, accessing, managing, and storing data. The content of metadata is the value assigned to each element or sub-element of the metadata.

Specifically, in Article 4 of Circular 24/2011/TT-BTTTT, the metadata has the following elements:

- Metadata elements are used according to the Dublin Core standard as follows:

- Required elements include: title, creator, date, description, issuing agency, and identifier element.

- Recommended elements (should be used): language, source, collaborator, and subject.

- Optional elements (may be used for additional information): coverage, type, format, relation, and rights.

The specific explanation of the metadata elements can be found in Appendix I of Circular 24/2011/TT-BTTTT.

Additionally, the metadata elements must ensure the following attributes:

- Must not be left blank for the mandatory metadata elements as regulated in Clause 1, Article 4 of this Circular.

- Must be presented in Vietnamese, using the character set and encoding for Vietnamese according to standard TCVN 6909:2001 for the information items as regulated in Article 6 of this Circular and presented in English for the information items as regulated in Clause 1, Article 13 of Decree No. 43/2011/ND-CP of the Government of Vietnam stipulating the provision of information and online public services on the information page or electronic information portal of state agencies.

- Must ensure conciseness and meaningful, briefly describing the information content that needs to be described.

- Must be distinguished by a semicolon (;) in case the content attribute has multiple different values.

More details can be found in  Circular 24/2011/TT-BTTTT, which comes into effect in Vietnam from November 15, 2011.
