What are the Responsibilities of the Owner of the Ninh Thuan 1 Nuclear Power Plant Project?

According to Clause 1, Article 7 of Circular 26/2013/TT-BTC, the Project Owner (Vietnam Electricity Group - EVN) must perform the responsibilities stipulated in Article 24, including periodic reporting as prescribed in Clause 1, Article 36 of the Regulation on the Management and Utilization of Official Development Assistance (ODA) funds issued with Decree 131/2006/ND-CP, and the following specific tasks:

- Annually, based on the project implementation progress and the commitments of the sponsors, EVN is responsible for preparing and submitting for approval the financial plan for the project (including Russian loans, aid funds, and counterpart funds) as per the guidelines in Circular 108/2007/TT-BTC.- Allocate sufficient and promptly counterpart funds for the project in accordance with Circular 108/2007/TT-BTC.- Coordinate closely with Vietcombank to ensure timely response to payment application files of Russian organizations as stipulated in Article 5 of this Circular; verify and be responsible for the accuracy and authenticity of the payment documentation.- Prepare annual settlement reports and final settlement reports for the completed project investment according to the Ministry of Finance's guidelines.- Use the funds for the correct purpose, in accordance with the conditions stipulated in the Credit Agreement, Supplementary Agreement No. 2.- Be responsible for debt repayment, including the principal and interest, to the VDB as per the Re-lending Agreement signed with VDB.
