On December 30, 2024, the Minister of Science and Technology of Vietnam issued Circular 11/2024/TT-BKHCN stipulating codes and standards for the professional titles of public employees in the fields of science and technology; standards and conditions for considering promotion in professional titles for public employees in the fields of science and technology.

Standards for professional titles of senior researcher in Vietnam from February 15, 2025​

(1) Duties:

- Directly research, propose and lead national, ministerial, and provincial-level science and technology projects; propose solutions and organize guidance, monitoring, and evaluation of the application of research results in practice;

- Research, propose, and participate in formulating guidelines, policies, orientations, development plans, and applications of science and technology at national, ministries, and central authorities, and local level. Participate in advising on national, ministerial, and provincial-level science and technology projects;

- Organize and direct professionals, guide senior researchers, researchers, research assistants, and collaborators participating in executing science and technology tasks;

- Participate in teaching or guiding postgraduates, masters, and students at educational institutions;

- Preside over or participate in organizing conferences, seminars; academic activities domestically and internationally; building research result reports; compiling materials for widely disseminating and applying research findings in practice.

(2) Standards for education and training level:

- Hold a doctoral degree relevant to the research field and job requirements;

- Have a certificate for scientific research position training. If the public employee position requires a practice certificate as per legal regulations, such practice certificate can substitute the corresponding scientific research position training certificate.

(3) Standards for professional and operational capacity:

- Thoroughly grasp the policies and guidelines for the socio-economic development of the Communist Party and the State, strategic orientations for the development of science, technology, and innovation of the nation, ministries and central authorities, and local governments. Be aware of scientific and technological advancements, development trends in science and technology both domestically and globally related to the research field;

- Capable of conducting in-depth research within their specialty and interdisciplinary research; proposing, advising, and addressing strategic issues of central and local nature; summarizing practical experiences, building and presenting strategic scientific research reports at important scientific conferences and seminars; capable of gathering and organizing competent individuals to execute science and technology tasks; linking scientific research with education and production;

- Have experience in scientific research, independent and creative thinking, combining theoretical research with practice, cooperating with scientists, international scientific and technology organizations related to their field; possessing deep knowledge in the major related to the assigned tasks and having broad understanding of related disciplines;

- Capable of leading national-level science and technology projects and executing science and technology tasks at various levels.

Achieve at least 05 conversion points from professional activities results, including at least 03 points converted from the results of executing national, ministerial, provincial-level science and technology projects or publishing articles in reputable international scientific journals; or patents granted and commercialized; or utility solutions granted exclusive protection and applied in practice; or plant varieties granted protection and applied in production and business;

- Possess basic information technology skills, foreign language proficiency; for public employees working in ethnic minority areas, they must use the minority language as required by the job position;

- Public employees promoted from senior researcher (Grade II) to senior research officer (Grade I) must have held the senior researcher (Grade II) position or equivalent for at least 06 years. In the case of equivalent time, there must be at least 01 year (equivalent to 12 full months) held the senior researcher (Grade II) position up to the deadline for the submission of the application for promotion consideration.
