What are the guidelines for submission of applications for appraisal and publishing of the Vietnam Standard? (Illustration)

The submission of applications for appraisal and publishing of Vietnam Standard is regulated in Article 13 of Circular 05/2013/TT-BVHTTDL as follows:

Regarding the submission of the application for appraisal:

- The drafting organization is responsible for cooperating with the Department of Science, Technology, and Environment to complete the application and the draft Vietnam Standard based on the comments of the Appraisal Council, and submitting it to the Ministry of Science and Technology of Vietnam for appraisal (the number of applications submitted for appraisal is 10 sets); receiving, explaining, and finalizing the Vietnam Standard based on the appraisal comments of the Ministry of Science and Technology of Vietnam, and submitting the application for appraisal of the draft Vietnam Standard to the Ministry of Science and Technology of Vietnam for publishing.

- In case of disagreement with the appraisal comments of the Ministry of Science and Technology of Vietnam, the drafting organization must report to the Minister of Culture, Sports and Tourism for an official written opinion, which will be sent to the Ministry of Science and Technology of Vietnam to report to the Prime Minister of the Government of Vietnam for review and decision.

Components of the application for appraisal of the draft Vietnam Standard or publishing include:

- Official Dispatch of the Ministry of Culture, Sports and Tourism requesting appraisal of the draft Vietnam Standard or publishing the Vietnam Standard;

- Decision assigning the task of implementing the project to formulate the Vietnam Standard, accompanied by the project to formulate the Vietnam Standard that has been approved;

- Report on the process of drafting the Vietnam Standard by the drafting organization;

- Draft Vietnam Standard that has been completed based on the appraisal or review comments (including the draft document and electronic file), accompanied by an explanatory note; a copy of the original documents used as a basis for developing the draft Vietnam Standard; and other reference documents;

- List of agencies, organizations, and individuals to whom the draft Vietnam Standard was sent for comments; summary and explanation, and acceptance of feedback accompanied by the feedback documents;

- Record of acceptance of the fundamental project for drafting the Vietnam Standard and the document receiving acceptance comments;- Appraisal report and document accepting appraisal comments from the drafting organization;

- Report on the appraisal results of the draft Vietnam Standard by the Ministry of Science and Technology of Vietnam and the document accepting appraisal comments from the drafting organization (for publishing requests);

- Other documents and materials related to the process of handling appraisal and review comments (if any).
