Well-organize the High School Graduation Exam 2024 in Vietnam in the direction of maintaining stability as in 2023 (Internet image) 

 

Regarding this issue, LawNet would like to answer as follows:

On September 27, 2023, the Ministry of Education and Training issued Official Dispatch 5259/BGDDT-QLCL on guidance on implementing quality management tasks for the 2023–2024 school year.

Well-organize the High School Graduation Exam 2024 in Vietnam in the direction of maintaining stability as in 2023

Specifically, the Ministry of Education and Training requires good preparation and organization of the 2024 High School Graduation Exam in the direction of keeping it basically stable, like in 2023; Promote good preparation of conditions to implement the High School Graduation Exam Plan from 2025 right into the 2023-2024 school year, including:

- Promote educational communication to raise awareness for officials, teachers, students, trainees, and the whole society about the High School Graduation Exam 2024 and the Plan to organize the High School Graduation Exam from 2025; Seriously and promptly implement the regulations and requirements in the Ministry of Education and Training's documents directing and guiding the organization of exams; Strengthening state management functions, linking the responsibility of directing and managing examination organization and inspection of the Provincial People's Committee with the advisory responsibility of the Department of Education and Training in directing the organization of local examinations;

- Strengthen training and build a testing team while selecting and organizing training for teachers to develop exam questions and set exam questions in accordance with the 2018 General Education Program.

- Do well in selecting and preparing personnel for the High School Graduation Exam 2024; Strengthen the thorough understanding of high school graduation exam regulations; Improve the quality of professional training for all subjects and forces; Participate in organizing competitions; Pay special attention to professional training for officers performing inspection tasks;

- Promote the application of information technology in the management, direction, and organization of exams; Strictly implement the information and reporting regime to ensure smooth, accurate, and timely information connections to serve the direction and organization of the exam;

In addition, strengthen directions to innovate teaching methods, innovate regular and periodic testing and evaluation in high schools according to the orientation of assessing capacity, ensuring synchronization, and contributing to improving the quality and efficiency of organizing the High School Graduation Exam.

At the same time, prepare early and fully meet the conditions to well organize the 2024 High School Graduation Exam; develop plans to ensure security, safety, and backup to handle risks that may occur during the organization of the exam, especially responding to complex developments of natural disasters and epidemics (if any).

Instructions for implementing the management of diplomas and certificates in Vietnam

Regarding the task of managing diplomas and certificates, the Ministry of Education and Training has guided as follows:

- Organize the review and promulgation of regulations on the management of draft documents and the issuance of diplomas and certificates in the area to ensure full content and compliance with regulations in Circular 21/2019/TT-BGDDT and in accordance with the actual conditions at the Department of Education and Training and local characteristics, considering this an important tool for management, guidance, and inspection to ensure the management and issuance of diplomas and certificates in accordance with current regulations and to well serve the needs of learners and people.

- Implement well the management of diplomas and certificates according to the regulations of the Ministry of Education and Training. Proactively coordinate with the police to investigate and strictly handle cases of falsified diplomas and certificates according to the law, including buying, selling, and using fake diplomas and certificates in the area.

- Review, check, and re-evaluate the training program, the organization and management of training courses, and quality assurance conditions to train, test, and issue certificates according to authority and in the area. Stop issuing certificates to unqualified units, strictly handle violations, and publicly announce the units that have been handled.

- Organize training and refresher courses on diploma and certificate management skills for officials doing this work at Departments of Education and Training and centers with authority to issue certificates. Strengthen inspection and examination to promptly detect and correct shortcomings and promptly prevent violations.

- Strengthen inspection, check, and handle, according to authority, the joint organization of foreign language proficiency certification exams in the area according to the provisions of Decree 86/2018/ND-CP and Circular 11/2022/TT-BGDDT.

- Promote the application of information technology in the management of diplomas and certificates. Continue to build and complete the database of diplomas and certificates (which must be completed no later than 2023) to serve the management, public announcements, and verification of diplomas and certificates.

Update data on diplomas and software certificates of the Ministry of Education and Training (managed and operated by the Diploma Recognition Center - Department of Quality Management) to serve the information search needs of agencies, units, and people.
