Vietnam: What skills do learners in the college-level mechanical engineering need to achieve?

On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular No. 45/2018/TT-BLDTBXH regulating the minimum knowledge requirements and capacity standards that learners must achieve upon graduating from intermediate and college levels in the fields of architectural technology, construction works, mechanics, electricity, electronics, telecommunications, and chemistry.

According to Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam, after completing higher vocational education in the field of Mechanical Engineering Technology, learners are required to acquire the following skills:

- Apply fundamental and specialized knowledge to plan, manufacture, test, and control the quality of mechanical products;

- Be able to design typical machine components, use design software to create technical drawings according to Vietnam’s standards and commonly used international standards in the Vietnam’s market;

- Be able to develop manufacturing technology processes, proficiently operate universal machine tools and CNC machine tools in the production of mechanical products;

- Skillfully use measuring and testing tools, effectively perform the process of inspecting and controlling the quality of mechanical products;

- Select methods, proficiently use tools and equipment, and effectively carry out assembly, installation, and maintenance of mechanical equipment;

- Apply scientific and technological advancements in a creative manner in professional activities to enhance the quality and efficiency of production;

- Organize teamwork, apply advanced scientific and technological high-tech solutions, and solve complex situations in practical production and business;

- Be able to use basic information technology as regulated; exploit, process, and apply information technology in the professional work of the field;

- Be able to use basic foreign language, achieving level 2/6 in the Vietnamese Language Proficiency Framework; be able to apply a foreign language in the professional work of the field.

Besides, Circular No. 45/2018/TT-BLDTBXH also specifies the minimum amount of knowledge for higher vocational education in the field of Mechanical Engineering Technology as follows:

- Being able to analyze the operating principles, technical characteristics, and scope of use of typical machine tools;

- Being able to analyze the methods of manufacturing, assembly, installation, use, and maintenance of mechanical equipment;

- Being able to present the characteristics and applications of materials used in mechanical engineering and metal processing;

- Being able to present the characteristics, scope of use, methods of use, repair, and preservation of cutting tools and measuring instruments in mechanical manufacturing;

- Being able to establish manufacturing processes, testing, and quality control in the production of mechanical products;

- Being able to apply scientific and technological advancements to the design, manufacturing, operation, and maintenance of industrial equipment systems;

- Being able to present the hardware and software structure, methods of use, and exploitation of computers and computer network systems;

- Being able to present basic knowledge of politics, culture, society, law, defense and security, and physical education as regulated.
