Vietnam’s Circular 45: Regulations on the skills required for the Automotive Engineering professions

This is a notable content of Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam regulating the minimum knowledge requirements and capacity standards that learners must achieve upon graduating from intermediate and college levels in the fields of architectural technology, construction works, mechanics, electricity, electronics, telecommunications, and chemistry, effective from February 10, 2019.

Specifically, Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam specifies the requirements for the skills that learners should acquire upon graduation from the college and intermediate levels of the field of Automotive Engineering as follows:

1. Skills required for the college-level Automotive Engineering

- Performing vehicle maintenance according to procedures, ensuring compliance with manufacturer's specifications and technical requirements.

- Carrying out accurate inspections and diagnostics of automotive technical conditions.

- Accurately predicting faults in automobiles.

- Skilfully disassembling and assembling components, mechanisms, and systems in automobiles.

- Carrying out repairs in accordance with procedures and technical requirements.

- Being able to develop plans for organizing repairs and managing work tasks in line with workplace conditions.

- Proficiently using equipment and tools in the profession.

- Being able to implement occupational safety measures, fire and explosion prevention, and industrial hygiene.

- Being able to use basic information technology as regulated; utilizing, processing, and applying information technology in the professional work of the field.

- Being able to use basic foreign languages, achieving level 2/6 in the Vietnamese Language Proficiency Framework; being able to apply foreign languages in the professional work of the field.

2. Skills required for the intermediate-level Automotive Engineering

- Performing vehicle maintenance according to procedures, ensuring compliance with manufacturer's specifications and technical requirements.

- Carrying out inspections, diagnostics, and accurate determination of faults in automobiles and trucks.

- Carrying out repairs according to procedures, ensuring technical requirements.

- Being able to develop plans for organizing repairs, managing appropriate work tasks, and ensuring safety and industrial hygiene standards.

- Being able to implement occupational safety measures, fire and explosion prevention, and industrial hygiene.

- Being able to use basic information technology as regulated; applying information technology in some professional work of the field.

- Being able to use basic foreign languages, achieving level 1/6 in the Vietnamese Language Proficiency Framework; being able to apply foreign languages in some professional work of the field.
