Recently, the Ministry of Finance of Vietnam has issued the Circular No. 68/2020/TT-BTC on management, use and settlement of regular expenses for dike maintenance and repair and urgent handling of dike incidents.
According to the Circular No. 68/2020/TT-BTC of the Ministry of Finance of Vietnam, dike incidents that need urgent handling to ensure the safety of the dyke system are incidents that arise before, during and after the annual flood and storm season, these incidents have not been included in the plan and included in the annual dyke maintenance and repair estimate, including:
- Handling of landslides and embankments;
- Handling of dyke cracking;
- Handling collapse of termite nests on the dike;
- Handling of subsidence, dike body subsidence;
- Handling of riverbanks that are eroded, which may affect dyke safety;
- Handling leaks, seepage, termite nests and other defects in the dike body;
- Handling effervescent holes, effervescent circuits, effervescent yards, extrusion circuits, ground platforms, wells;
- Handling the case of flood water overflowing the top of the dyke;
- Handling of damaged culverts crossing the dike;
- Welding the dyke;
- Handling of pressure relief wells working abnormally: water from the well, the filter sand area has turbid water and leads to the discharge of sand and mud.
