Recently, the Ministry of Finance of Vietnam has issued the Circular No. 68/2020/TT-BTC on management, use and settlement of regular expenses for dike maintenance and repair and urgent handling of dike incidents.
According to Clause 1 Article 4 of the Circular No. 68/2020/TT-BTC of the Ministry of Finance of Vietnam, the maintenance and urgent handling of dike incidents from the central budget include the following contents:
- Repairing, renovating and reinforcing the dyke surface;
- Repairing and reinforcing the collection road, the dike foot corridor, the slope up and down the dike within the dike protection area;
- Repairing and planting weeds on dyke roofs, dykes, dike feet, and embankments;
- Landfilling, planting trees to break waves;
- Surveying, detecting and dealing with termites and hidden hazards in the dike body; grouting to reinforce the quality of the dike body;
- Checking and assessing the quality of culverts under the dike; handling minor damage; dredging upstream and downstream of sluices under the dike;
- Checking the current status of the dike protection embankment; spending on repairing minor damage of embankment;
- Supplementing and repairing works in service of dyke management and protection: Landmarks on dykes; boundary column, water column; dike signs; stations and monitoring equipment; warehouses and storage yards for flood and storm prevention materials;
- Repairing works in service of dyke management and protection: Flood diversion and flood retardation works; spillover works; pressure relief wells; whores guard the dike;
- Supplementing, maintaining, and collecting supplies for the prevention and combat of floods and storms related to dykes under the tasks of the Central Government;
- Survey the topography, geology, survey the fixed cross-section of the river periodically, take a sketch of the change of the channel; measure the beach changes in front of the dyke; supplementing the database on dykes in service of dyke management and flood and storm control;
- Other jobs directly related to dyke maintenance and repair as prescribed in the Dike Law of Vietnam and relevant laws and approved by competent authorities (if any).
