Principles of management and use of dike maintenance funds in Vietnam

This is an important content of the Circular No. 68/2020/TT-BTC on management, use and settlement of regular expenses for dike maintenance and repair and urgent handling of dike incidents, issued by the Minister of Finance of Vietnam on July 15, 2020.

According to Article 3 of the Circular No. 68/2020/TT-BTC of the Ministry of Finance of Vietnam, principles of management and use of funds for dyke maintenance and repair and urgent handling of dike incidents are as follows:

- Agencies, units, organizations and individuals using recurrent expenditures for the maintenance and repair of dykes and urgent handling of dike incidents must comply with the contents approved by the competent authority; manage and use funds properly, economically and effectively; subject to inspection and control by competent authorities; make payment and finalization of used funds, and publicize the budget according to current regulations.

- The determination of workload and cost estimates, guidance and inspection of the implementation of the dyke maintenance and repair plan is based on the guiding documents of the Ministry of Agriculture and Rural Development, including:

+ Economic - technical norms, unit prices, service charges for dyke maintenance and repair;

+ The process of making and implementing the annual dyke maintenance plan;

+ Process and time for urgent handling of dike incidents.
