Vietnam: Making cost estimates for dyke repair according to Circular 68

According to the Circular No. 68/2020/TT-BTC of the Ministry of Finance of Vietnam, the making of cost estimates for regular maintenance and repair of dykes and urgent handling of dike incidents is as follows:

Annually, based on the guidance on formulation of state budget estimates of the competent authorities, based on the status of the dike route authorized for management, economic and technical norms, unit prices, expenditure contents specified in Article 4 of this Circular, spending levels promulgated by competent authorities, current financial spending regimes:

- Departments of Agriculture and Rural Development that manage dyke routes of special grade, grade I, grade II and grade III prepare cost estimates for dyke maintenance and repair from the central budget (details according to expenditure) to submit to the General Department of Natural Disaster Prevention and Control;

- The General Department of Natural Disaster Prevention and Control shall make budget estimates for expenditures implemented by the General Department (te part of the estimate proposed by the Department of Agriculture and Rural Development is at Point a, Clause 1 of this Article); synthesize together with the cost estimate for dyke maintenance and repair into the state budget estimate of the Ministry of Agriculture and Rural Development, and send it to the Ministry of Finance for summarization and submission to competent authorities as prescribed.
