Vietnam: Standards regarding professional competencies for Principal Archivists (Grade II)

On October 31, 2014, the Ministry of Home Affairs of Vietnam issued Circular 13/2014/TT-BNV stipulating the codes and standards for professional titles of public employees specialized in archival in Vietnam.

Circular 13/2014/TT-BNV specifically stipulates the standards regarding professional competencies for Principal Archivists (Grade II) in Vietnam - Code: V.01.02.01 as follows:

- Firmly grasp and correctly implement the guidelines and policies of the Communist Party of Vietnam, the State’s policies and laws, and the regulations and policies of the sector on archival work;

- Have a sound knowledge of the theory, history, and practice of archival work in Vietnam; keep abreast of and promptly update modern technologies and global trends in archival work;

- Firmly grasp knowledge of the sciences and related specialties in collecting, gathering, systematizing, determining value, preserving, statistical processing, and utilizing archival materials;

- Have the capability to develop archival management plans and administrative procedures in archives; effectively organize and execute archival processes;

- Possess skills in managing and scientifically organizing labor in archival activities. Effectively apply advanced domestic and international experiences to archival work;

- Have the competence to aggregate, organize, direct, and implement archival practices; coordinate and inspect the work of public employees in executing archival practices;

- For public employees applying for examination or consideration for promotion to the professional title of Senior Archivist, they must have led or participated in at least one research topic or scientific project at the ministerial and central, or provincial level (or led at least one research topic, or scientific project at the institutional level) assessed and accepted by the competent authority; or be the author of at least three scientific articles published in specialized journals; or have at least one initiative effectively applied to archival work and recognized by the competent authority;

- Public employees promoted from the professional title of Archivist (Grade III) to the professional title of Senior Archivist (Grade II) must have held the professional title of Archivist (Grade III) for a minimum of nine years. Moreover, they must have graduated from university for at least three years before applying for examination or consideration for promotion.
