Amendment of criteria for selection of essential content publication topics in Vietnam from April 5, 2025

On February 18, 2025, the Minister of Information and Communications of Vietnam issued Circular 01/2025/TT-BTTTT amending Circular 06/2022/TT-BTTTT on the implementation of the Communication and Information Poverty Reduction Project under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period.

Amendment of criteria for selection of essential content publication topics in Vietnam from April 5, 2025

In Circular 01/2025/TT-BTTTT, the Ministry of Information and Communications has modified the criteria for selecting topics for publications providing essential content as follows:

(1) Content: Publication topics shall pertain to one or several of the following themes:

- Dissemination and propagation of the Party's guidelines and policies, and the State's laws;

- Dissemination of scientific, technical, technological knowledge, experience in production application, sustainable livelihood models serving economic-social development, ecological environment protection, and climate change prevention;

- Dissemination and introduction of knowledge on Vietnam's cultural, literary, artistic heritage and traditional cultural heritage that needs to be promoted, preserved, and passed on to future generations, creating products serving tourism development;

- Introduction and honoring of exemplary individuals, excellent production and business models contributing to the goal of economic-social development, ensuring security, and national defense.

(2) Format: To be published in Vietnamese or ethnic minority languages (if any).

- For electronic publications: Regular electronic publication formats, audio format publications, and multimedia publications with the following specific requirements:

+ For regular electronic publications: Presented in written form (may include static illustrative images); flipbook design per page or continuous reading without page breaks; readable by common electronic devices;

+ For electronic publications in audio format: Directly recorded from the reader's voice or automatic reading devices, audible via common electronic devices;

+ For multimedia publications: Presented in a combination of audio and moving images; readable, audible, and viewable via common electronic devices.

- For printed publications: A maximum of 300 pages per publication, dimensions 14.5 x 20.5 cm, with appropriate technical and artistic standards for communication activities. Printed publications are simultaneously produced with electronic publications to serve a wide readership on the technological platforms providing electronic publications and essential electronic newspapers managed by the Ministry of Information and Communications.

(3) Copyright

- Selected publications must ensure compliance with publishing laws and intellectual property rights;

- Minimum copyright transfer period is 5 years, effective from the date the publisher's director issues the decision to release electronic publications.
