On October 31, 2014, the Ministry of Home Affairs of Vietnam issued Circular 13/2014/TT-BNV stipulating the codes and standards for professional titles of public employees specialized in archival in Vietnam.

Circular 13/2014/TT-BNV stipulates the standards regarding professional competencies for Grade III Archivist in Vietnam - Code: V.01.02.02 as follows:
- Master and correctly implement the Communist Party of Vietnam's guidelines and policies; the policies, and laws of the State and the policies and regulations of the sector, agency, or organization on archival work. Understand the theory, history, and operational requirements of the archival sector, professional processes, policies, and regulations on archival work;
- Master the knowledge of related sciences required for archival activities;
- Master and correctly implement the regulations on authority, procedures, and processes in archival activities;
- Understand the basic issues of scientific labor organization in archival management activities and have the ability to organize the implementation of archival professional processes;
- Possess skills and methods for research, synthesis, and propose improvements to archival professional practices;
- Have the ability to guide, inspect, and effectively coordinate with colleagues to implement tasks;
- Public employees applying for examination or consideration for promotion to the professional title of Grade III Archivist must participate in researching at least one (1) topic, proposal, or scientific project at the institutional level or higher, which is approved and assessed as meeting the requirements by the authorized level;
- Public employees upgrading from the professional title of Grade IV Intermediate Archivist to the professional title of Grade III Archivist must have served as the Grade IV Intermediate Archivist for at least 3 (three) years.
