Circular No. 11/2017/TT-BCT, which was issued on July 28, 2017 by the Ministry of Industry and Trade of Vietnam, specifies border checkpoints of import and export.
According to Circular No. 11/2017/TT-BCT of the Ministry of Industry and Trade of Vietnam, border checkpoints of import and export are specified as follows:
- Goods shall be temporarily imported and re-exported through international and principal border checkpoints.
- The re-export of goods through auxiliary border checkpoints and border crossings shall only be carried out at auxiliary border checkpoints and border crossings located in border-gate economic zones and auxiliary border checkpoints outside border-gate economic zones which are under supervision by competent authority in accordance with regulations of law and have adequate technical facilities to ensure the state administration.
- The People’s Committee of each bordering province shall publish a list of auxiliary border checkpoints and border crossings after reaching an agreement with the Ministry of National Defense, the Ministry of Finance, the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development.
- The People’s Committees of the bordering provinces shall reach an agreement with the Ministry of Industry and Trade about the criteria for selecting enterprises eligible to re-export goods through auxiliary border checkpoints and border crossings and the list of eligible enterprises.
- In the cases where foreign goods are sent to bonded warehouses pending export or re-export through bordering provinces, the border checkpoints of import and export of these goods in the bordering provinces shall comply with regulations mentioned above.
