Vietnam: Responsibilities of the Board of Directors of the State-level Key Science and Technology Program

On July 26, 2011, the Ministry of Science and Technology of Vietnam issued Circular 19/2011/TT-BKHCN on the organization and management of activities of the State-level Key Science and Technology Program for the 2011-2015 period.

Under Article 6 of Circular 19/2011/TT-BKHCN, the responsibilities and powers of the Board of Directors of the State-level Key Science and Technology Program in Vietnam are defined as follows:

1. The Board of Directors of the Program is responsible to the Minister of Science and Technology for completing the approved objectives and deliverables of the Program and ensuring the scientific and technological level of the Program's results meet the country's socio-economic development needs.

2. The Board of Directors of the Program has the following duties and powers:

- Organize the identification of tasks, selection, and consideration for selection of organizations and individuals to host themes and projects; assess and accept the results of themes and projects under the Program;

- Take charge of and cooperate with the Program Office and related units under the Ministry of Science and Technology to guide organizations and individuals in completing the proposals for themes and projects after the Minister of Science and Technology's decision to recognize them, evaluate the content and budget of themes and projects after they have been completed according to the instructions, and present them to the Minister of Science and Technology for approval;

- Develop an annual plan based on the approved objectives, content, and expected deliverables of the Program; propose annual adjustments and additions, and collaborate with the Program Office to implement after approval by the Minister of Science and Technology;

- Compile and submit reports (semi-annual, annual; preliminary; summary) on the Program's implementation results to the Program Office for aggregation and reporting to the Minister of Science and Technology;

- Approve the Detailed Proposals of themes and projects under the Program according to the content and budget approved by the Minister of Science and Technology, and together with the Program Office, conclude Scientific Research and Technological Development Contracts (hereinafter referred to as Contracts) to implement the themes and projects, and organize acceptance and liquidation of Contracts with the Host Organization and Leader;

- Monitor and expedite the implementation process of themes and projects under the Program, resolve arising issues within its authority, and semi-annually and annually, take charge of and collaborate with the functional units of the Ministry of Science and Technology and the supervisory ministry to inspect the implementation of themes and projects under the Program, confirm the output and results of the themes and projects to serve as a basis for settlements and subsequent funding disbursements;

- Propose commendations for organizations and individuals with outstanding achievements and recommend handling violations committed by the Host Organization and Leader during the performance of tasks under the Program.

3. The Board of Directors of the Program shall determine the international cooperation directions of themes and projects towards international integration in science and technology. The international cooperation content must address scientific and technological issues at a regional level based on specific issues identified in the detailed proposals; the capabilities of partners; funding availability and the effectiveness of the cooperation, and must be reflected in the budget approval record of the themes and projects.

4. The Board of Directors of the Program is provided with funding, working facilities, and policies as stipulated by current regulations.

5. The Board of Directors of the Program uses the seal of the Program Office on correspondence related to the duties and powers of the Board of Directors of the Program.

Note: The Board of Directors of the Program operates according to the Operational Regulation issued by the Minister of Science and Technology.
