Vietnam: Required documents and procedures for awarding the "Honorary doctor" title

Recently, the Ministry of Education and Training of Vietnam issued Circular 26/2008/TT-BGDDT providing guidelines on the procedures for awarding the "Honorary doctor" title.

Circular 26/2008/TT-BGDDT stipulates the dossier and procedures for being awarded the "Honorary doctor" title as follows:

Required documents for consideration for awarding the "Honorary doctor" title in Vietnam

The unit with international cooperation functions under the doctoral training institution shall prepare the required documents for consideration for awarding the "Honorary doctor" title and submit them to the Head of the doctoral training institution. The required documents include:

- A document from the unit with international cooperation functions under the doctoral training institution proposing and introducing the achievements and contributions to Vietnam's education and science of the person being proposed;

- The scientific curriculum vitae of the proposed person, certified by the competent authority of their home country;

- A diplomatic note from the Embassy in Vietnam of the country where the proposed person resides (if the person is a foreign political or social activist);

- If necessary, the head of the doctoral training institution may request opinions from the Ministry of Foreign Affairs and the Ministry of Public Security to ensure that the proposed person is not violating the laws of Vietnam, their home country, and international customs.

Procedures for consideration for awarding the "Honorary doctor" title in Vietnam

- After receiving all the dossiers stipulated in section 1, part II of this circular, within 15 working days, the doctoral training institution shall convene the Scientific Council to review the authenticity of the achievements and contributions to Vietnam's education and science of the proposed person; record the minutes and the resolution of the Scientific Council on whether to approve or not approve the proposal for awarding the "Honorary doctor" title to the proposed person;

- Based on the resolution of the Scientific Council, within no more than 10 working days after the Scientific Council meeting, the head of the doctoral training institution shall issue a decision to award the "Honorary doctor" title and organize the awarding ceremony for the proposed person as prescribed.
