Update New Legal Norms and New Titles into the Code of Laws

Ordinance on Codification of the Legal System 2012 was promulgated on April 16, 2012. One of the fundamental contents stipulated in this Ordinance is the updating of new legal norms and new titles into the Code.

To be specific, according to the provisions of Article 13 of the 2012 Ordinance on the Codification of the System of Legal Norms, the update of new legal norms into the Code is conducted as follows:

- In the event of a new legal norm being promulgated, amended, supplemented, replaced, or abolished that belongs to an already existing topic within the subject, the codification agency identifies the corresponding legal norm in the Code, codifies the new legal norm, and sends the files to the Ministry of Justice;- The Ministry of Justice checks the files, updates the new legal norm into the Code, or removes expired legal norms from the Code.

The update of a new topic into the Code is conducted as follows:

- In the event of a new legal norm being promulgated that does not belong to any existing topic in the Code, the agencies specified in Article 4 of the 2012 Ordinance on the Codification of the System of Legal Norms propose the topic name and its position, then send it to the Ministry of Justice. The Ministry of Justice reviews and submits it to the Prime Minister for a decision on adding the topic and assigning an agency for implementation.- The order and procedures for codification with regard to a new topic are performed according to the provisions of Articles 9, 10, and 11 of the 2012 Ordinance on the Codification of the System of Legal Norms.

New legal norms and new topics must be updated into the Code at the time they come into effect.

Simultaneously, the Ordinance also stipulates that agencies, organizations, and individuals discovering any errors in the Code shall send recommendations to the Ministry of Justice. The Ministry of Justice is responsible for coordinating with the codification agency to review and address the errors.

The Code is continuously maintained on the Codification Information Portal and is available for free. The state holds the copyright for the Code.
