Recently, the Minister of Education and Training of Vietnam promulgated the Training program for professional title standards of public employees supporting education for persons with disabilities in Vietnam.

On November 14, 2024, the Minister of Education and Training of Vietnam issued Decision 3561/QD-BGDDT regarding the Training program for professional title standards of public employees supporting education for persons with disabilities in Vietnam.
The training subjects are public employees supporting the education of persons with disabilities, working in public educational institutions: preschools, general education institutions, regular education institutions, specialized schools, and support centers for inclusive education where persons with disabilities participate in learning (hereinafter referred to as educational institutions) who do not have a training certificate according to the professional title standards of public employees supporting the education of persons with disabilities.
Individuals who need training and certification according to the professional title standards of public employees supporting the education of persons with disabilities.
Regarding the duration and structure of the program:
(1) Training Duration
- Total duration: 120 hours, including:
+ Theory, discussion: 64 hours;
+ Solving case studies, practical guidance: 52 hours;
+ Evaluation of training results: 04 hours.
- The execution time is 03 weeks x 05 working days/week x 08 hours/day = 120 hours (which can be organized on weekends but ensures a total duration of 120 hours). In case the arrangement is not continuous to fit the position of the trainees, the maximum execution time is 06 weeks.
(2) Program Structure
The program consists of 7 modules, divided into 3 parts:
- Part 1: General knowledge.
- Part 2: Work-related knowledge and skills of public employees supporting the education of persons with disabilities.
- Part 3: Evaluation of training results.

Regarding the objectives of training the professional title standards of public employees supporting the education of persons with disabilities:
- General objective: Equip fundamental, necessary knowledge and skills to help trainees meet the job position requirements of public employees supporting the education of persons with disabilities.
- Specific objectives
After completing the training course, trainees will:
+ Grasp the Communist Party's policies, State laws, and regulations of the sector and localities on education and training, education of persons with disabilities; be aware of protecting the legitimate rights and interests of persons with disabilities;
+ Have knowledge of and expertise in supporting the education of persons with disabilities; apply flexibly and effectively in work;
+ Have the ability to cooperate with colleagues, teachers, parents (or guardians) to enhance the quality and effectiveness of education support for persons with disabilities;
+ Be proactive in learning, developing professional skills, and supporting the education of persons with disabilities.
Requirements on organizing the training of professional title standards of public employees supporting the education of persons with disabilities:
- Requirements for lecturers participating in the training:
+ Be lecturers from universities and colleges training teachers, education management personnel; education managers, scientists with experience and understanding of supporting the education of persons with disabilities.
+ Possess professional qualifications and experience in training public employees; have appropriate knowledge, skills, and experience for the assigned module content.
+ Regularly update new knowledge and skills.
+ Implement the program and materials correctly; combine teaching with theory, discussion, practice, and guiding practical case studies; guide, encourage, and utilize the experiential knowledge of trainees during the learning process.
+ Exhibit good political ideology; be cordial and demonstrate polite and civilized attitude in interactions with trainees.
- Requirements regarding training methods and organization forms
+ Method: Promote various and rich training methods to meet different needs of trainees; enhance discussions, practice, and find solutions for practical situations in various types of schools.
+ Training organization forms: Face-to-face, online, or a combination of both. Training institutions select appropriate forms for the context, ensuring training objectives. If training is organized online or in combination, the training institution must have an appropriate online system to ensure supervision and evaluation.
- Requirements for trainees
+ Research materials before attending in-class learning, actively participate in discussions, and complete assignments as required by the lecturers.
+ Proactively apply learned knowledge and skills into work.
+ Fulfill all regulations of the training course and training institution.
