Official Dispatch 2519/UBND-NC in 2023 implementing Resolution 10/2023/NQ-HDND stipulating the minimum housing area for registration of permanent residence in lawful accommodation issued by Hanoi City.
Implementation of Resolution 10/2023/NQ-HDND dated July 6, 2023 of the City People's Council stipulating the minimum housing area to register for permanent residence in a rented, borrowed, or accommodating accommodation in Hanoi. In order to strictly implement the legal regulations in the registration of residence management under the Law on Residence 2020, the City People's Committee directs as follows:
**City Police
- Assume the prime responsibility for and closely coordinate with other departments, agencies, branches, People's Committees of districts, towns, and relevant units to deploy and implement the Resolution of the City People's Council (regularly implemented).
- Implement regulations on residence registration, reform administrative procedures to create favorable conditions for citizens to register for permanent residence, and review and evaluate the arrangement of qualified staff, professional qualifications, and knowledge of the law on residence and population data to do the registration of residence management to meet the requirements for implementation of residence registration according to the method associated with management, exploitation, and use of the database on residence and population.
- Coordinate the People's Committees of districts and towns in inspecting the implementation of the Resolution by relevant units and individuals in the locality. Promptly detect and strictly handle violations in accordance with the law. (Do it often).
- Periodic preliminary and final reports assessing the impact of the implementation of the Resolution on population management. Gather difficulties and problems and report them to the City People's Committee for direction on issues beyond their authority.
**Information and communication facilities
Assume the prime responsibility for and coordinate with relevant departments, agencies and sectors, strengthen propaganda and dissemination of the contents of the Resolution of the City People's Council, and raise people's awareness of exercising their rights and obligations in accordance with regulations.
**Facility construction
- Issue documents guiding how to calculate and confirm the minimum floor area as prescribed by law to ensure the implementation of the City-wide unified Resolution.
- Coordinate with the Department of Planning - Architecture, Department of Natural Resources and Environment and relevant units to advise the City People's Committee to continue effectively implementing investment projects in the fields of health, education, and training, synchronous cultural institutions in the area of apartment buildings, and old group houses in the inner city; at the same time, give priority to using the land fund after relocation to build public works, schools, medical centers, and socio-cultural institutions to ensure social security conditions for the people of the capital. At the same time, there is an organization to strictly manage the development of high-rise houses in the inner city areas to ensure that, according to regulations, the completion of urban planning and socio-economic development planning of the capital is in accordance with the guiding spirit of the Politburo.
** People's Committees of districts and towns
Direct and guide the People's Committees of communes, wards, and townships to authenticate documents certifying legal residence and documents certifying sufficient minimum housing area to register for permanent residence in lawful accommodation by renting, borrowing, or staying under regulations (form is attached).
