On January 29, 2024, the Prime Minister issued Official Telegram 10/CD-TTg on strengthening solutions to ensure traffic order and safety during the Lunar New Year of Giap Thin and Spring Festival 2024.
Specifically, on December 5, 2023, the Prime Minister issued Official Telegram 1300/CD-TTg on ensuring traffic order and safety during the New Year, Lunar New Year of Dragon, and Spring Festival 2024; Thanks to that, traffic accidents across the country were initially contained. It is forecasted that during the Lunar New Year Giap Thin and Spring Festival 2024, traffic density will increase very high, and the risk of traffic disorder and safety is very high; To prevent traffic accidents and maintain traffic order and safety to serve the people of the country celebrating Tet and festivals, ensuring safety and security, the Prime Minister requested the Minister of Public Security to drastically direct police units and localities:
- Promote propaganda and guide traffic participants to strictly comply with the provisions of the law on traffic order and safety.
- Implement plans to patrol, strictly control, and strictly handle all violations of traffic order and safety, especially on roads, especially highways; focus on handling violations that are the direct cause of traffic accidents and traffic congestion, such as violating regulations on alcohol concentration, speeding over the limit, carrying more than the prescribed number of people, driving on the wrong side of the road or lane, driving in the wrong direction, stopping, parking illegally, turning around, avoiding, improper overtaking, not wearing a helmet when riding a motorbike or moped, not giving way to priority vehicles, entering the emergency stopping lane...
- Prevent and effectively handle cases of illegal racing, meetings that disrupt public order, violations when crossing level crossings, watercraft carrying beyond the safe water mark, unregistered vehicles, vehicles without technical safety assurance, vehicles without life-saving and rescue equipment, drivers without driving licenses, qualifications, and professional certificates.
Urgently complete the upgrading, repair, and maintenance of key traffic routes
In addition, the Prime Minister also requested the Minister of Transport:
- Direct the Vietnam Road Administration to have solutions to tighten control of transport business vehicles through trip monitoring equipment; promptly handle violating vehicles in accordance with the provisions of the law, especially speed violations; and immediately rectify the delay in updating and processing information related to violating vehicles from the vehicle monitoring device.
- Direct the relevant agencies, units, Departments of Transport, and transportation business units to develop plans to ensure the capacity, quality, and safety of passenger and cargo transportation activities, especially for road, waterway, and air passenger transportation services during the Tet holiday. Pay special attention to Tan Son Nhat International Airport and Noi Bai International Airport. Minimize delays and cancellations; strictly enforce the law against organizations and individuals involved in violations such as unauthorized vehicles, unlicensed terminals, overloading, and fare increases beyond regulations.
- Direct Departments of Transport and contractors to ensure safety conditions for traffic infrastructure projects; promptly repair damaged road sections and landslides caused by floods; Review additional traffic signaling systems and reflective warning devices at intersections and on roads with high slopes, narrow curve radii, and limited visibility.
- Ensure that the electronic toll collection system does not stop operating smoothly; Coordinate with relevant agencies to immediately deploy the non-stop electronic toll collection method at airport toll stations, connecting seamlessly and synchronously to the non-stop electronic toll collection system nationwide according to authority and in accordance with the provisions of law; Avoid traffic jams at toll stations.
- Urgently complete the upgrading, repair, and maintenance of key traffic routes in urban areas and return roadbeds to serve people's travel (completed 1 week before the Lunar New Year holiday); Have a plan to organize, regulate, and divide traffic flows, promptly clear them, and prevent prolonged congestion when there are incidents or traffic accidents, especially before and right after the Lunar New Year holiday, on the main routes into and out of Hanoi and Ho Chi Minh City, routes connecting to stations, airports, and ports, and the festival area.
