On February 4, 2024, the Civil Aviation Authority of Vietnam issued Directive 660/CT-CHK on enhancing the safety of mining in adverse weather conditions, creating favorable conditions for compatriots and people to travel during the Lunar New Year of Giap Thin 2024.

Specifically, to proactively prevent, limit, and minimize negative impacts due to adverse weather developments, ensure the safety of flight operations, and create favorable conditions for people to travel during the Lunar New Year of Giap Thin 2024, the Director of the Vietnam Aviation Administration (CAAV) instructs agencies and units as follows:

(1) Airlines:

- Proactively monitor weather developments, closely coordinate with airports, the Air Traffic Management Center, the Regional Flight Management Company, and aviation service providers at the Port to have appropriate plans and exploitation plans; At the same time, promptly notify and prepare plans to serve passengers in case of changes in operating plans;

- Review and strengthen preparation and pre-flight consultation for pilots on weather developments and the receptiveness of operating airports to adjust flight plans
In case of necessity, use a suitable alternate airport. Additional fuel for circling and diversion flights as necessary to ensure flight safety;

- Maximum support for passengers according to the provisions of the law in case of delay, cancellation, or redirection of flights;

- Thoroughly grasp the content of this Directive for foreign airlines providing aircraft wet lease services (rental with flight crew).

(2) Vietnam Flight Management Corporation

- Thoroughly grasp meteorological facilities and ensure techniques to provide quality airport monitoring data for flight operations facilities, airlines, and pilots. Review and immediately fix the technical issues of main and backup monitoring equipment meeting quality requirements according to regulations on airport meteorological monitoring, especially airports with high flight frequencies and a high probability of bad weather affecting flight safety;

- Direct weather forecast and warning service providers to continuously monitor and update warning and forecast bulletins when they identify developments different from the issued bulletins. Strengthen consulting work on trends in the appearance or evolution of weather phenomena affecting flight operations;

- Provide timely guidance to the Air Traffic Management Center to advise airlines, pilots, and air traffic controllers on adverse weather conditions affecting flight operations, coordinate decisions to reorganize air traffic flow, reduce congestion, and minimize the risk of flight safety reports.

(3) Vietnam Airports Corporation - Joint Stock Company, Van Don International Airport:

- Strengthen coordination and exchange, exploit forecast information and warnings of weather phenomena affecting operations at the airport; fully notify relevant departments at airports and flight zones according to regulations, ensuring operational safety.

- The Airports Corporation of Vietnam - Joint Stock Company, and the affected airports shall enhance the deployment of personnel for service and operations at the airports in response to adverse weather conditions, promptly release aircraft, and coordinate with airlines to implement contingency plans in case of operations disruptions caused by adverse weather impacts.

- Monitor and promptly provide information on takeoff and landing runway conditions that may affect the takeoff and landing operations of aircraft to relevant air traffic facilities.

(4) Airport Authorities:

- Increase inspection of work to ensure flight safety and service quality at airports.

Units strengthen inspection of operations to ensure safety at the facility, proactively detect inadequacies and issues that threaten safety, promptly take remedial and preventive measures, and fully carry out reporting work according to regulations.
