Connecting the national database on population with the database of officials and public employees in Vietnam is the content specified in Decision 06/QD-TTg.

To connect the national database on population with the database of officials and public employees in Vietnam (Internet image)

Prime Minister of Vietnam issued Decision 06/QD-TTg on the approval of the project to develop the application of population data, identification and electronic authentication for national digital transformation in the period of 2022–2025, with a vision to 2030 as follows:

1. Connecting the national population database with the database of officials and public employees in Vietnam

One of the tasks and solutions to complete the ecosystem for connecting, exploiting, supplementing, and enriching residential data is the connection and sharing of data between the national database on population and the national database on cadres, civil servants, and public employees, which will be made by the Ministry of Public Security and the Ministry of Home Affairs, with completion scheduled for December 2023.

In addition, other tasks and solutions to complete the ecosystem for connecting, exploiting, supplementing, and enriching residential data are as follows:

Implement the connection and sharing between the National Population Database and other national databases according to the Prime Minister of Vietnam's Decision 1911/QD-TTg dated November 15, 2021.

- Connecting and sharing data between the National Database on Population and the National Database on Insurance.

Implementing agency: Ministry of Public Security, Vietnam Social Insurance.

Completion time: March 2022.

- Connecting and sharing data between the National Database on Population and the National Database on Business Registration.

Implementing agencies: Ministry of Public Security, Ministry of Planning and Investment.

Completion time: April 2022.

- Connecting and using the National Population Database in the construction of the Land Database (on land users) and other environmental and resource databases (information related to citizens); connecting and sharing the land database (national, local) with the national database on population.

Implementing agencies: Ministry of Public Security, Ministry of Natural Resources and Environment.

Completion time: June 2022.

- Connecting and sharing data between the National Database on Population and the National Database on Finance.

Implementing agencies: Ministry of Public Security, Ministry of Finance.

Completion time: December 2022.

- Connecting and sharing data between the National Database on Population and the National Database on Complaints, Denunciations, and Anti-Corruption; and the National database on wealth and income management.

Implementing agencies: Ministry of Public Security, Government Inspectorate.

Completion time: in 2022.

- Connect and share data between the National Database on Population and the National Database on Science and Technology.

Implementing agencies: Ministry of Public Security, Ministry of Science and Technology.

Completion time: in 2022.

2. The goal of connecting the national database on population in the period of 2023–2025

Accordingly, the specific goals of connecting the national population database for the period of 2023–2025 are as follows:

- Continue to improve institutions and policies to facilitate the development and provision of digital applications and services related to population information. In particular, focus on building and submitting to the National Assembly for approval the revised Law on Citizenship Identity.

- 100% of administrative procedures eligible as prescribed by law are provided in the form of online public services at level 4 and are identified, electronically authenticated, or authenticated and shared.

- 100% of people and businesses using level 4 online public services are identified and authenticated electronically smoothly, unified on all information systems of government levels from central to local .

- 100% of people when carrying out administrative procedures at the One-Stop-Shop at all levels are identified and authenticated electronically on the electronic identification and authentication system of the Ministry of Public Security connected and integrated with the National Public Service Portal; they do not have to re-provide information and papers on population already in the national database on population.

- 100% of the results of handling administrative procedures for individuals are stored electronically with a personal identification number, which is mandatory information for connection, sharing, and reuse.

- 50% of application forms and declarations with citizen information are standardized and uniform as required from the original data of the National Population Database.

- At least 90% of people and businesses are satisfied with the settlement of administrative procedures for residence, civil status, immigration, and citizenship.

- At least 50% of administrative procedures and citizen papers related to the population will be reduced and simplified compared to the time of this decision.

- 90% of work records related to population management at the ministerial and provincial levels; 80% of work records related to population management at the district level, and 60% of work records related to population management at the commune level are processed in the network environment (except for work records under the scope of state secrets).

- 100% of population records are created, stored, and shared electronically according to regulations.

- Complete the connection of the National Population Database with the People's Court's electronic case management system to verify electronic identity for information related to the involved parties, the accused, defendants, procedure participants, or verifying information and evidence of the case to serve the operation of the e-Court.
