This content is mentioned in Resolution 68/NQ-CP dated May 9, 2024 on the Government's action program to implement Resolution 42-NQ/TW on continuing to innovate and improve the quality of social policies, meeting the requirements of the construction and protection of the Fatherland in the new period issued by the Government of Vietnam.
Regarding the content “Xây dựng hệ thống an sinh xã hội bảo đảm định hướng xã hội chủ nghĩa, không để ai bị bỏ lại phía sau” ("Building a social security system ensuring the socialist orientation, not leaving anyone behind"), the Government request the implementation of the following key tasks:
(1) Developing a flexible, diverse, multi-tier, modern, and internationally integrated social insurance system that covers the entire workforce.
- Continuing to reform and expand the social insurance system, creating opportunities for participation and ensuring legitimate rights and benefits for workers; implementing mandatory social insurance for workers and members of collective economic organizations working under contracts, receiving wages, and remunerations as stipulated by law.
Studying and amending social insurance policies once suitable for practicalities, linked to social security.
- Innovating voluntary social insurance policies; increasing support from the state budget for farmers, the poor, low-income people, and informal sector workers.
- Innovating unemployment insurance activities towards focusing on vocational training and improving the effectiveness of counseling and job placement for unemployed workers; supporting businesses in training skills and maintaining employment for workers to proactively prevent and minimize unemployment.
- Continuing to expand and improve the quality of universal health insurance; diversifying health insurance service packages; improving access to healthcare services, the quality of medical examination and treatment, and the financial capacity of people enjoying health insurance.
- Improving the management mechanism and investing in the development of a safe, efficient and sustainable Social Insurance Fund, Unemployment Insurance Fund, and Safe Health Insurance Fund. Strictly handling the situation of debt, fraud, and abuse of social insurance, unemployment insurance, and health insurance policies. Issuing an index to assess the satisfaction level of participants.
(2) Improving the social assistance system towards caring for both material and spiritual life, helping people overcome difficulties caused by economic, social, natural disaster, epidemic, and other risks.
- Continuing to increase the standard of social assistance towards ensuring the minimum living standard, the national social security floor. Reviewing and improving priority support policies for those who are unable to work, people with disabilities, the elderly, migrants, and families with children, low-income people. Expanding the policy of supporting families in taking care of children under 36 months of age.
- Developing a social assistance network for children, people with disabilities, the elderly with special difficult circumstances, victims of domestic violence, and victims of gender-based violence; building a professional social workforce; strengthening the prevention, early detection, early intervention, and timely support for people facing difficulties in life, contributing to building a sustainable development community; connecting and promoting legal aid activities in social security programs and policies.
- Innovating the mobilization of social resources, encouraging organizations and individuals to participate in social assistance activities, emergency relief; managing and using social relief funds for charity, humanitarian purposes transparently, effectively, and in accordance with the law.
(3) Continuing to improve poverty reduction policies, multidimensional poverty standards linked to sustainable development goals, green growth, ensuring gradually increasing minimum living standards and people's access to basic social services.
Effectively implementing national target programs and poverty reduction policies, with a focus on addressing the poorest groups, the poorest areas, narrowing the gap between rich and poor regions, regions, and ethnic groups; summarizing the implementation of the National Target Program for Sustainable Poverty Reduction in the 2021-2025 period, submitting to the National Assembly for consideration and deciding on the continuation of the implementation of the National Target Program for Sustainable Poverty Reduction in the 2026-2030 period.
Supporting production development, diversifying livelihoods; improving the quality of life for poor households, near-poverty households, people in remote, ethnic minority areas, and mountainous areas; supporting poor areas to overcome difficulties.
Researching and implementing a pilot mechanism for decentralizing the implementation of national target programs in districts. Effectively implementing Resolution 111/2024/QH15 of the National Assembly on certain mechanisms and policies for the implementation of national target programs.
