The Ministry of National Defense promulgated Circular 03/2016/TT-BQP on January 12, 2016, specifying the duties of the national mine action center.
According to Circular 03, the National Mine Action Center has the following tasks and powers:
- Take the lead, cooperate with relevant agencies to research and propose mechanisms, policies, long-term, medium-term, and short-term programs, plans for post-war mine action recovery in Vietnam.- Take the lead, coordinate with Ministries, sectors, and localities to implement the Program 504 plan; manage, monitor, and summarize the implementation of the plan, report as required.- Participate with relevant agencies in drafting and submitting to competent authorities for issuance of legal documents, military administrative documents related to post-war mine action work.- Advise the Head of the Standing Agency and lead the implementation of international cooperation activities, mobilize national level sponsorship in the field of post-war mine action in Vietnam.- Lead the organization of capacity building activities for forces participating in post-war mine action; advise the Prime Minister of the Government of Vietnam to determine priorities and coordinate the implementation of mine clearance projects, support for mine victims, propaganda, and education to avoid mine accidents, and other tasks according to Program 504.- Take the lead in building and managing the national database information on post-war mine action; propose the establishment of standards, regulations; manage and organize the implementation of monitoring, supervising the quality, evaluating the results of Program 504. Participate in scientific research activities related to the tasks of Program 504.- Coordinate and guide organizations and individuals both domestic and international operating in the field of post-war mine action.- Manage, maintain, and develop the website operations of Program 504 in accordance with the law.- Recruit, manage officers, employees, experts, and collaborators outside the army in accordance with the law and the regulations of the Ministry of National Defense.- Manage finances and assets assigned in accordance with the law. Organize the receipt, management, and use of international sponsorship and other funds approved by competent authorities in accordance with the State and the Ministry of National Defense.- Implement policies for preliminary and final report reviews and propose commendations, and disciplinary actions for organizations and individuals in post-war mine action work in Vietnam.- Build the unit comprehensively strong and perform other tasks and powers assigned by competent authorities.
