Title of National Emulation Fighter in the Information and Communications Sector

According to Circular 09, to achieve the title of "National Emulation Soldier" the following criteria must be met:

- The title of "National Emulation Soldier" is awarded to individuals from agencies, units, and enterprises under the Ministry, who have the most outstanding and exemplary achievements selected from individuals who have consecutively achieved the title of "Emulation Soldier of the Ministry of Information and Communications" twice.- Initiatives and research projects used as the basis for awarding the title of "National Emulation Soldier" must achieve high efficiency and have a nationwide impact.- The recognition of the effectiveness and scope of influence of initiatives and scientific research projects is reviewed and recognized by the Minister of Information and Communications.

Additionally, Circular 09 also stipulates the methods and timing for considering the title of "National Emulation Soldier" as follows:

- Each basic unit annually selects no more than one most exemplary individual to nominate for the title of "National Emulation Soldier." The Ministry of Information and Communications will select the most outstanding individual in each sector, profession, and field of activity to nominate for the title of "National Emulation Soldier."- The time for considering the nomination for the title of "National Emulation Soldier" is the year immediately following the year when achieving the title of "Emulation Soldier of the Ministry of Information and Communications" the second time.
