On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular 56/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate, college levels in transportation services, environment, and security sectors.

Circular 56/2018/TT-BLDTBXH stipulates that students studying aviation security awareness at the college level must acquire a minimum of 2,145 hours of knowledge (equivalent to 90 credits). The knowledge includes:
- Present basic knowledge about aviation related to the aviation security specialty: overview of aviation, law, air transport, aircraft, tarmac safety, dangerous goods, emergency procedures, scene protection, criminal psychology, air traffic control, communication, and behavior;
- Present in-depth specialized knowledge of security screening operations, control security, and mobile security; methods and tactics of criminal activities; security equipment, weapons, and support tools; standards and recommended practices;
- Describe the procedures, methods, and professional measures of the field to apply in task execution;
- Analyze the operational processes ensuring unit security; identify errors during the task execution of inspection, control, screening, and aviation security surveillance, determine causes, and propose solutions;
- Describe the organizational structure, functions, and duties of departments within the aviation security control force and related agencies and organizations;
- Present the principles of ensuring security, implementation progress, work quality, and explain the need to comply with unit regulations to ensure safe and efficient security operations, along with preventive measures;
- Describe the planning processes for carrying out professional tasks, organizing implementation, monitoring, inspecting, and evaluating work results in unit departments;
- Identify basic tasks in managing specialized operations, personnel, and the management of material facilities and equipment like weapons, support tools, security devices, and vehicles. Evaluate task performance quality and conduct training to gain experience for subsequent professional activities;
- Analyze the management and operation processes of security teams and methods of planning, organizing implementation, and addressing certain situations arising during the management and operation of professional task teams;
- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education as stipulated.
