Circular 39/2015/TT-BCA on the assignment of responsibilities and coordination relationships in the investigation and resolution of fire and explosion incidents by the People's Public Security Forces, issued by the Minister of Public Security on August 21, 2015.

Circular 39/2015/TT-BCA stipulates that in the investigation and resolution of fire and explosion incidents, the Fire Prevention and Fighting and Rescue Department has the following responsibilities:
- Monitoring, directing, guiding, and inspecting professional matters; resolving fire and explosion incidents upon the request of the provincial, centrally-governed city Fire Prevention and Fighting Police or the Provincial Fire Prevention and Fighting and Rescue Police Division.- Taking the lead in resolving and handling complex fire incidents under the jurisdiction of the provincial, centrally-governed city Fire Prevention and Fighting Police or the Provincial Fire Prevention and Fighting and Rescue Police Division when deemed necessary.- In the initial resolution and handling of fire incidents, if criminal signs under the investigative jurisdiction are found, conducting some investigative activities according to the provisions of the law on criminal investigation organization.- For fire incidents with other criminal signs not under its investigative jurisdiction, promptly transferring the case file to the competent investigative agency according to the provisions of the criminal procedural law and the law on criminal investigation organization.- Coordinating with the leading investigative agencies to investigate fire and explosion incidents, conduct scene examination, and other investigative activities upon request.- Receiving case files, exhibits, means, and recommendations for administrative violation penalties for fire and explosion incidents without criminal signs but with administrative violation signs transferred by the investigative agency for appropriate penalties.
