The procedure and process for awarding the title of artisan at the Department level consist of which steps?

Decree 123/2014/ND-CP guides the process and procedures for awarding the titles "People's Artisan" and "Excellent Artisan" in the field of handicrafts at the ministerial level as follows:

1. The standing agency of the Ministerial-level Specialized Council has the duty to assist the Council in performing the following tasks:

- Submitting to the Minister of Industry and Trade for the decision to establish the Ministerial-level Specialized Council;- Receiving and checking for the validity and completeness of documents and materials of the dossiers sent by the provincial-level Council; in case of need for supplementation or correction of the documents in the dossiers, they should provide guidance for the provincial-level Council to complete and resubmit the dossiers within 15 working days from the date of receipt of the guidance document;- Posting the list of individuals proposed for evaluation by the provincial-level Council on the Ministry of Industry and Trade portal for public opinion within 15 working days;- Sending the materials and dossiers proposed for evaluation to the members of the Ministerial-level Specialized Council and organizing the Council meeting for selection.

2. The Ministerial-level Specialized Council organizes dossier appraisal and conducts selection as follows:

- Appraising the content of the documents in the dossiers, considering the individual’s compliance with the standards for each title as stipulated in this Decree;- Receiving and handling recommendations from organizations or individuals (if any) and conducting a secret ballot to select individuals meeting the standards for awarding the titles "People's Artisan" and "Excellent Artisan" to be submitted to the State-level Council;- Posting the selection results on the Ministry of Industry and Trade portal within 15 working days;- Sending a report on the selection results of the Ministerial-level Specialized Council along with 04 (four) dossier sets stipulated in Clause 3 Article 11 of this Decree to the State-level Council within the time frame specified in the Plan for awarding the titles “People’s Artisan” and “Excellent Artisan”;- Notifying in writing the selection results to the provincial-level Council that submitted the dossiers.
