Regarding this issue, LawNet would like to answer as follows:

On September 22, 2023, the Ministry of Education and Training issued Official Dispatch 5155/BGDDT-GDDH on guidance on implementing tasks for the 2023–2024 school year for university education and pedagogical colleges.

The Ministry of Education and Training to request the completion of enrollment methods in 2024 in Vietnam

To complete enrollment methods in 2024 and prepare enrollment methods from 2025 in accordance with the 2018 GDPT program, the Ministry of Education and Training has required universities, academies, universities, and pedagogical colleges to perform the following specific tasks:

- Complete the project and enrollment method in 2024; overcome current shortcomings based on data analysis; in particular, special attention should be paid to perfecting enrollment methods in a simplified manner in accordance with the current Admission Regulations; avoid introducing complicated admission methods that cause difficulties for candidates.

- Develop and promptly announce enrollment methods for 2025 onwards, when candidates begin graduating from the 2018 General Education Program. Enrollment methods from 2025 need to ensure compliance with the requirements, content, and structure of the 2018 General Education Program.

- Particularly for training establishments with a teacher training industry: need to proactively work with the People's Committees of provinces and centrally-run cities to effectively implement Decree 71/2020/ND-CP stipulating a roadmap for improving the training standards of preschool, primary, and secondary school teachers and Decree 116/2020/ND-CP regulating policies on tuition support and living expenses for pedagogical students;

Closely link training and fostering capacity with requirements for quantity and quality of teachers and educational administrators to continue to implement fundamental and comprehensive innovation in education and training and meet the requirements of implementing the new general education program.

To develop working regime, evaluate, and remunerate lecturers

Specifically, the Ministry of Education and Training requires the development of working, evaluation and remuneration regimes for lecturers to attract and maintain a stable team of highly qualified lecturers, ensuring the maintenance and continued improvement of training quality and meeting social needs.

At the same time, develop and organize the effective implementation of plans to recruit, train, foster, and improve the capacity of lecturers; Review and appoint lecturers to participate in the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in higher education in the period 2022–2030 (Project 89) and ensure the right subjects in accordance with the practical requirements of the training facility.

Strengthen the training of scientific research capacity for lecturers; create a research environment so that each lecturer and administrator can develop their own scientific research capacity; link research with teaching; collaborate on research with domestic and foreign lecturers; and support students to participate in scientific research.

To strengthen quality assurance and management conditions in Vietnam

According to Official Dispatch 5155/BGDDT-GDDH, to strengthen conditions for quality assurance and management, the Ministry of Education and Training requires:

- Strengthen quality assurance conditions of training facilities and training programs and publicize and transparent quality assurance conditions and performance results, especially core indicators, which focus on developing a team of lecturers and managers to ensure training quality in sufficient quantity, structure, and standards in accordance with training program standards and training scale.

- Build the quality assurance system of the training facility, focusing on developing the internal quality assurance system; promote quality accreditation of training programs and training facilities according to regulations.

- Strictly comply with regulations on diploma and certificate management, in which, pay attention to the preparation of records for the management of diplomas and certificates and the issuance of diplomas in accordance with regulations, especially equivalent diplomas. Reorganize the organization of exams, training, refresher courses, and testing to issue all kinds of certificates to ensure compliance with regulations.
